China Xi jingping calls for better relation with NZ

Xi Jinping calls for “better future” of relations with New Zealand
Chinese President Xi Jinping on Wednesday called for joint efforts with New Zealand to work for “an even better future” of bilateral relations.
In a signed article published on the New Zealand Herald, Xi said he is looking forward to his upcoming visit to the country, during which he will discuss with the government and people from various sectors about ways to advance bilateral ties.
The Chinese president lauded the friendship between the two peoples and “historic strides forward” in their bilateral relations.
“The two countries have set many records in China’s relations with developed countries,” Xi said.
“For example, China is now the largest trading partner and source of international students for New Zealand. In particular, New Zealand is the first developed country to have signed and implemented a free trade agreement with China,” Xi said.
“From more quality and inexpensive goods and services to more jobs, from more convenient people-to-people exchanges to better study opportunities, more and more visible and tangible benefits are made available to our two countries and peoples as a result of our friendly cooperation,” Xi said.
Stressing mutual respect and equality, complementarity and mutual benefit, and a pioneering spirit and the readiness to seek common ground while shelving differences, Xi said the China-New Zealand relations have gone beyond the bilateral scope and set a fine example for the pursuit of successful state-to-state relations.
As both nations are striving for reform and development, more converging interests are seen between China and New Zealand, said Xi.
“Aligning our development strategies effectively, we will have the rare opportunities and broad prospects for even stronger cooperation in all fields,” he said.

ChinaOz agree to strengthen cooperation

China, Australia agree to strengthen Antarctic cooperation
 China and Australia inked a memorandum of understanding here Tuesday pledging to strengthen bilateral Antarctic cooperation.Chinese President Xi Jinping and Australian Prime Minister Tony Abbott witnessed the signing of the deal in this port city in Tasmania state, Australia’s gateway to Antarctica.
The two leaders also spoke via live video with scientists of both countries stationed at the South Pole, respectively from Australia’s Davis Station and China’s Zhongshan Station.
Scientific research in the Antarctic region is of great significance and benefits the human race, Xi said, adding that China’s expeditions have contributed to the peaceful utilization of Antarctic resources.
Speaking highly of the comprehensive and in-depth collaboration between Chinese and Australian Antarctic researchers over the past three decades, Xi said China is willing to continue working with Australia and the international community to better understand, protect and utilize Antarctica.
For his part, Abbott said he looks forward to closer bilateral cooperation in Antarctic research.
After the signing ceremony, Xi boarded Chinese research vessel and icebreaker Xuelong, or Snow Dragon, which is berthing at Hobart port for replenishment.
The vessel, which set out from Shanghai late last month, is undertaking China’s 31st Antarctic expedition. It is scheduled to return in April next year.
Aboard Xuelong, Xi visited an exhibition marking the 30th anniversary of China’s polar expeditions. He also talked with crew members and wished their ongoing mission a success.
The Chinese president is on a state visit to Australia after attending a Group of Twenty summit in Brisbane. Australia is the first leg of his ongoing three-nation tour, which will later take him to New Zealand and Fiji.

Kenya mob strips another woman over ‘inappropriate dress’

A mob of Kenyan men has stripped another woman, claiming she was inappropriately dressed, AP reported. The attack came just hours after nearly 1,000 people marched through downtown Nairobi to protest the rising wave of such assaults. Nairobi police said Tuesday that nearly 100 people had been arrested. About 80 of the men were conductors on mini-buses, where a lot of the recent sexual harassment has taken place. The woman attacked Monday evening was taken to the hospital with injuries. The mobs of men have attacked women wearing mini-skirts and any outfit they consider too revealing.

WHO urges Europe to be vigilant over new bird flu strain

A new kind of bird flu hitting European poultry farms will surely spread among birds, the World Health Organization said Tuesday. Whether the virus will spread to humans is unclear. “We should all be quite vigilant,” AFP quoted Elizabeth Mumford, a scientist with the WHO’s Global Influenza Program, as saying. It has been confirmed that Germany and the Netherlands are dealing with the same subtype of a highly infectious strain of bird flu, called H5N8. It appears to be similar to a virus that has been infecting birds in China, Japan and South Korea since the beginning of the year.

71,000 people flee homes in DR Congo’s Katanga in 3 months – UN

Widespread violence has forced more than 71,000 people to flee their homes in the Democratic Republic of Congo’s Katanga region in the past three months alone, the UN said Tuesday. The UN refugee agency is“deeply concerned about the catastrophic humanitarian situation” there, AFP said. Violence has uprooted about 400,000 people since 2012, and the total number of internally displaced people is nearing 600,000, UNHCR said. The violence is mainly attributed to the Mai Mai rebel group. It is fighting for a better distribution between the north and south of the wealth from the province’s natural resources.

Spain MPs to vote on non-binding resolution to recognize Palestine

Spain’s parliament is expected to vote Tuesday on a nonbinding resolution to recognize a Palestinian state. European recognition of a Palestinian state would help create a “conducive climate for the renewal of Israeli-Palestinian talks,” Spanish parliamentarian Trinidad Jimenez told the Jerusalem Post. Spain’s Foreign Minister Jose Garcia-Margallo said in Brussels on Monday that the government’s position is that Palestinian statehood should only come about as part of negotiated final agreement for a two-state solution. Parliaments in the UK and Ireland already approved similar nonbinding resolutions, calling on the governments to unilaterally recognize Palestine.

Germany to keep 850 soldiers in Afghanistan in 2015

Germany plans to keep up to 850 soldiers in Afghanistan in 2015 to help train local armed forces, Reuters said. A German Defense Ministry spokesman on Tuesday confirmed a Sueddeutsche Zeitung report that the number had been revised up slightly. The German military will continue to be responsible for the international mission in northern Afghanistan, he said. Germany has had some 3,200 soldiers in Afghanistan as part of the NATO-led mission, and Berlin had been planning to reduce that to a force of 600 to 800 soldiers from January.

Japan PM calls snap election for December, parliament to be dissolved on Friday

Japan’s Prime Minister Shinzo Abe called a snap election for mid-December, saying he will dissolve parliament on Friday, AP reported. The premier also put off a sales tax hike planned for next year until 2017. Abe said Tuesday that he decided to postpone a second tax hike after Japan slumped into recession due to a tax increase in April.

Iraqi forces enter refinery in Baiji – reports

Iraqi security forces entered the country’s largest refinery for the first time on Tuesday, Reuters reported. “The anti-terrorism force called Mosul Battalion, entered Baiji refinery for the first time in five months,” said police colonel Saleh Jaber. Government forces had battled militants of the Islamic State (IS, formerly ISIS/ISIL), who had surrounded it, for months. State TV showed what it said was live footage of the complex from outside its walls.

Lavrov hopes West understands danger of military operation resumption by Ukraine

Moscow hopes that the West understands the danger of Ukraine’s plans to resume its special operation in eastern Ukraine, Russian Foreign Minister Sergey Lavrov said on Tuesday. “We urge the launch of an all-encompassing and inter-Ukrainian dialogue involving all the regions,” TASS quoted Lavrov as saying at a joint meeting of the boards of the Russian and Belarusian Foreign Ministries. He said that instead of establishing stable contacts with those “who do not accept the results of the armed coup, Kiev has taken a course for socio-economic stifling of Ukraine’s southeast and is threatening to resume the effort to resolve the conflict by force.”

Convicted serial killer Charles Manson is set to marry 26-year-old Afton Elaine Burton in December after receiving a marriage license earlier this month, AP reports. Issued November 7, the couple has 90 days to get married before having to reapply. Convicted in 1971 and sentenced to life in prison for the killings of actress Sharon Tate and six other people, Manson is not eligible for parole until 2027 and is not allowed conjugal visits. Burton said she believes he is innocent and will eventually be retried.

Colombia FARC faces intl pressure to free general

Rebels of the Revolutionary Armed Forces of Colombia (FARC) came under heavy international pressure on Monday to free a general as the government suspended peace talks after his kidnapping, AFP said. The EU urged FARC to free their hostages immediately and unconditionally, and the European Commission said the incident “seriously put at risk the continuation” of the peace talks to end Colombia’s 50-year-old conflict. General Ruben Alzate disappeared in a remote region on the Pacific coast on Sunday, in what the government denounced as a kidnapping by FARC.

Police detain 12 Bosnian Serbs suspected of war crimes

Bosnian police on Monday arrested 12 Bosnian Serbs suspected of crimes against humanity over an attack in the 1992-95 war, in which 150 Muslim Bosniaks were killed with their bodies being dumped in mass graves, Reuters said. The arrests were carried out near the town of Prijedor. The charges include murder, torture, rape, as well as looting and destroying the property of Bosniaks in the village of Zecovi, the prosecutor’s office said. An estimated 100,000 people are believed to have been killed in the war, the large majority of them Bosniaks.

Egypt announces woman’s bird flu death, 2nd death in year

An Egyptian woman died on Monday of H5N1 bird flu, after coming into contact with infected birds, Reuters quoted a health ministry spokesman as saying. The woman was 19 and died at a hospital in the southern region of Assiut, the second death from the virus this year, according to Hosam Abdel Gaffar. So far in 2014, Egypt has identified seven cases of the virus.

35mn people affected by modern slavery – NGO

More than 35 million people around the world are trapped in a modern form of slavery, the Guardian said, citing a report from the Walk Free Foundation (WFF). The study by the Australia-based NGO that publishes the annual global slavery index, highlighted the prevalence of forced labor, human trafficking, forced marriages, debt bondage and commercial sexual exploitation. Due to better data and improved methodology, WFF said it had increased its estimate by 23 percent in the past year.

EU to sanction more officials from E. Ukrainian self-proclaimed republics

EU foreign ministers asked officials on Monday to present proposals for putting more officials from eastern Ukrainian self-proclaimed republics on the sanctions list, Reuters said. The names should be presented by the end of this month, according to diplomats. At a meeting in Brussels, the ministers took no action to step up economic sanctions on Russia.

The Pacific bluefin tuna, a fish used in sushi and sashimi dishes, is at risk of extinction, the International Union for Conservation of Nature’s (IUCN) said on Monday. According to the conservation body, the global food market places “unsustainable pressure” on this species and others, AFP said. The bluefin tuna joined the Chinese pufferfish, American eel, Chinese cobra and Australian black grass-dart butterfly on the IUCN’s “red list” of threatened species.

2 Americans suspected of trying to ship baby body parts leave Thailand

Two Americans suspected of trying to send infant and adult body parts in parcels to the US have fled Thailand, local police said on Monday. Body parts, which were destined for an address in Las Vegas, were found in parcels on Saturday after staff at a shipping office in Bangkok scanned the packages, Reuters said. The two suspects, aged 31 and 33, who were being “monitored,” fled Thailand on Sunday through a checkpoint in the east of the country, Police Lieutenant General Ruangsak Jaritake, assistant to the National Police Commissioner, said.

Moscow confirms expulsion of German embassy worker

The Russian Foreign Ministry has confirmed the reports that a German embassy staff member has been expelled from Moscow, TASS reported. The expulsion comes “in response to unfriendly actions of the German authorities in regard to a staff member of one of Russian foreign establishments in Germany,” the ministry said on Monday. The move came after Germany had expelled a Russian diplomat from the consulate general in Bonn, Spiegel reported last week.

French citizen ‘likely’ on ISIS beheading video – Interior Minister

There is a very strong likelihood that an Islamic State militant who appears on a beheading video released by the group at the weekend was a 22-year-old French citizen, Reuters quoted French Interior Minister Bernard Cazeneuve as saying on Monday. The analysis by French intelligence services suggests “with a very high probability that a French citizen could have directly participated in carrying out these abominable acts,”Cazeneuve told reporters. The man in question left for Syria in August 2013, the minister added.

UK police evacuate part of parliament over suspicious package

London’s Metropolitan Police said part of the British parliament housing lawmakers’ offices was evacuated on Monday due to a suspicious package. Portcullis House is opposite the Houses of Parliament and above Westminster underground station, which has been closed, Reuters reported.

Russia expels Polish diplomats in tit-for-tat move

Polish Foreign Minister Grzegorz Schetyna described on Monday Russia’s decision to expel Polish diplomats from Moscow as a tit-for-tat response to the earlier expulsion of Russian diplomats from Poland. The Russian Foreign Ministry cited Poland’s “unfriendly and ungrounded step,” earlier on Monday, saying that several Polish diplomats have already left “for activity incompatible with their status.”

Burkina Faso ex-UN envoy Kafando to become interim leader

Burkina Faso’s former ambassador to the UN, Michel Kafando, will be in charge of a civilian transitional government after the military briefly seized control of the country last month, AP said. Kafando, 72, was named early Monday as transitional president until elections to be held in a year. Australia, China sign preliminary free-trade deal

Australia and China have signed a preliminary deal after almost a decade of free-trade negotiations, AP said. The agreement will give Australia’s service industry unsurpassed access to the Chinese market and agriculture advantages over competitors from the US, Canada and the EU. A declaration of intent signed by trade ministers and witnessed by Chinese President Xi Jinping on Monday concluded negotiations that began in 2005. Trade Minister Andrew Robb says the pact would be signed next year. It will take effect as early as March if endorsed by the Australian Parliament.

​Colombia calls off FARC peace talks over kidnapping of general

Colombian President Juan Manuel Santos suspended peace talks with FARC rebels on Monday after their kidnapping of an army general. General Ruben Dario Alzate was captured the day before with another military official and a civilian during a visit to the site of an energy project in the northern province of Choco.“Tomorrow negotiators were to travel to another round of talks in Havana,” President Santos said on Sunday, Reuters reports. “I will tell them not to go and that the talks are suspended until these people are released.” The Revolutionary armed forces of Colombia, or the FARC, a military Marxist organization, and the government have been holding peace talks for two years, but the conflict in the country dates back to 1960s.

600 people evacuated in Moscow after gas blasts, fires

Around 600 people have been evacuated from burning apartment buildings in the center of Moscow following a series of gas explosions, Russia’s Emergencies Ministry has said. The fires began due to jumps in the gas pressure, according to ministry spokesman Mikhail Gefenider. The blazes were reported in several buildings at 6:57 p.m. in the Presnenskiy region of Moscow, located in the western part of the city center.“According to updated information the fire took place in the 13 buildings, affecting 18 separate apartments,”Gefenider said. “The total area of the fire was 190 square meters. Firefighters rescued 12 people and seven people requested psychological assistance.”

A Cesna 152 training aircraft crashed at the Indore Flying Club this morning. Indore flying club’s training aircraft crashes leaving two people seriously injured. Both the instructors have been rushed to hospital. An aircraft of Madhya Pradesh Flying Club on training sortie crashed at Devi Ahilyabai Holkar Airport in Indore on Wednesday in which two persons were seriously injured.
“The aircraft on training sortie crashed near the boundary wall of the airport,” Superintendent of Police (SP), East area, Abid Khan told PTI. Witnesses said the plane crashed near the boundary of the aerodrome at around 11:30 am.

Bhubaneswar/New Delhi, 19th Nov 2014: Several people’s movements from Odisha gave a memorandum to the Governor Mr. S.C Jamir to register their protest against the attempts by the Central Government to dilute the Right to Fair Compensation, Resettlement and Rehabilitation and Transparency in Land Acquisition Act 2013 and Forest Rights Act. In the memorandum, they strongly asserted that the news of proposed amendments in two of the key provisions, ‘;consent’; and ‘;Social Impact Assessment’; of Land Acquisition Act 2013, is completely unacceptable to the people’;s movements, and that these two provisions are central to addressing the issue of ‘;forced land acquisition’; and ‘;resulting impoverishment’ to the communities. People’;s movements representatives also said that it would be a retrograde step if we were to go back to the colonial process of forced land acquisition and no regard to its impact on people, environment and democratic institutions. Any move to dilute pro-people laws for corporate and political gains is undemocratic and unacceptable, and people’;s movements will resolutely fight against that.

Respected Sir,

Since, the time NDA government has come to power on various occasions its Ministers Shri Arun Jaitley, Shri Nitin Gadkari, Shri Piyush Goyal and others have advocated for bringing amendments to the “Right to Fair Compensation, Resettlement and Rehabilitation and Transparency in Land Acquisition Act 2013”. NDA is considering bringing amendments to the Act in the Winter Session of the Parliament or even an Ordinance to make significant changes to the Act. We know that the new Act has been framed after consulting all the stake holders and over a period of seven years after going through two Parliamentary Standing committees (2007 & 2009), both headed by senior BJP leaders, Shri Kalyan Singh and Smt. Sumitra Mahajan.

The new Act was a response to the Colonial Land Acquisition Act, 1894 which resulted in forcible land acquisition without any resettlement and rehabilitation, drastically affecting not only people who lose their land, but also those who lose their livelihood. These forced land acquisitions led to massive protests in places like Nandigram, Singur, Kalinganagar, Kakrapalli, Bhatta Parsaul, where many people died. For years  Narmada Bachao Andolan, Niyamgiri Suraksha Parishad, Anti SEZ protests in Raigarh, Jhajhar had been demanding a repeal of the colonial act and enactment of a new development planning act marking people’;s participation and provisions for livelihood based  R&R. Finally, we have an Act, passed by last Parliament and rules for which have been notified by NDA government in August 2014.

The new Act has not even been fully implemented in earnest by either State or Central government, but a climate is being prepared by them that new Act is an impediment to the developmental needs of the country.

The news that two of the key provisions, ‘;consent’; and ‘;Social Impact Assessment’; of the Right to Fair Compensation, Transparency in Land Acquisition, resettlement and Rehabilitation Act, 2013 is to be amended by the NDA government is completely unacceptable to the people’;s movements. These two provisions are central to addressing the issue of ‘;forced land acquisition’; and ‘;resulting impoverishment” to the communities.

We are writing to you  to convey the Govt. Of India with utmost urgency on this issue. You must be aware of the intense struggles going on in various states across the country including Odisha around the issues related to land acquisition, displacement, development plans and projects. The farmers, fish workers, labourers, artisans, facing uprootment from not just their socio-cultural environs but also livelihoods, are compelled to get united and raise their voices against unjust displacement.

Non-violent, peaceful and democratic organizations and their alliances are questioning forcible acquisition of land and everything attached to land, including minerals, ground water, as well as habitats, tree cover and common property resources that result in pauperization, more often, without rehabilitation.

It is in this context that the Right to Fair Compensation, Resettlement and Rehabilitation and Transparency in Land Acquisition Act 2013 need to be implemented.

It will be a retrograde step if we were to go to back to the colonial process of forced land acquisition and no regard for impact of land acquisition on the people, environment and democratic institutions which need to be consulted and their consent taken in the process of SIA. If we are to truly respect the rights enshrined in the Indian Constitution then Parliament must work towards the following :
  1. Let the provision of Consent for the public purpose projects also be made mandatory for the government projects too.
  2. We need to limit the definition of the ‘;Public Purpose’;. Infrastructure doesn’;t equal development. We have seen how Reliance Industries has been creating infrastructure for nation, they work for profit alone and in the process loot the citizens and arm-twist the government, prime example being Delhi and Mumbai Metro and KG Basin Gas projects  ?
  3. We must have mandatory Social Impact Assessment provisions for the irrigation projects as well, given the huge displacement, in case of Sardar Sarovar dam the sword of displacement is hanging on 2.5 lakh people even after three decades.
  4. Urgently establish a National resettlement and Rehabilitation Commission to deal with the grievances of 10 crores of people who have sacrificed their land and livelihood in the process of development.

We would also like to bring to your notice that the Parliamentary Standing Committee of the 13th and 14th Lok Sabha, had given its unanimous report that is self-explanatory. Some of the prominent recommendations included :

  1. No forcible land acquisition for private corporations.

  1. Free prior informed consent of project affected people, not land losers alone, for every kind of project, including government one, contrary to what is there in the current Act, 80%  and 70% consent of land losers for private projects and PPP projects respectively. (Even this is not acceptable to NDA government, what a shame!)

  1. No acquisition of agricultural land for any project to be covered under the new Act.

  1. Role of Gram Sabhas, Basti Sabhas in Social Impact Assessment, R&R and in other processes emphasized.

The Proposed amendments to the new Act are against the transparency, accountability and democratic participatory planning of development projects with people whose resources are to become the capital, indispensable. Any such effort by the ruling party must be defeated.

We would also like to point out that, 13 Central Acts which are used for the land acquisition, need to brought under the coverage of the new Act by January 2015 and NDA government should work towards that.

In order to ensure that all this happens, the only way forward, is that government implement the 2013 Act and no amendments are made to the ACT. As esteemed Members of Parliament we want you to intervene and bring your party to understand that the current move to amend the Act is anti farmer and anti people.

Therefore, we on behalf of National Alliance of People’s Movements of Odisha unit like to urge you to take up our appeal on above matters to the Central Government and initiate appropriate action so that the State Government implement sincerly Forest Right Act & Land Acquisition Act 2013.

Shankar Das takes flight with a seven-under-65, leads by three

Digboi, Assam, November 19, 2014: Shankar Das of Kolkata fired a blistering seven-under-65 in round one of the IndianOil Servo Masters Golf 2014 to open up a three-shot lead at the top at the Digboi Golf Links. Abhinav Lohan of the DLF Golf & Country Club, Gurgaon, was in second place at four-under-68.

The tournament was inaugurated on Wednesday morning by Mr. S S Bapat, Executive Director, (CC and Branding), IOCL and Mr. Barun Barpujari, Executive Director (IC), Assam Oil Divison, IOCL. Mr. S S Bapat’s ceremonial tee-off was followed by the release of pigeons and balloons. Mr. Bapat and Mr. Barpujari also planted trees on the course to mark the inauguration of the event.

Shankar Das, a two-time winner at Digboi in 2010 and 2011, was quick off the blocks as he struck a purple patch with five straight birdies from the 11th through the 15th. The 30-year-old, currently second on the Rolex Rankings, set up eagle opportunities on the 12th and 14th thanks to two brilliant drives, one of which found the green. Shankar however, narrowly missed eagles on both occasions and had to settle for birdies.

A couple of accurate wedge shots helped Das gain two more strokes on the 11th and 15th. His longest putt of the day was the 15-footer for birdie on the 13th. A bogey on the second was a minor setback as Shankar roared back with birdies on the fifth, seventh and ninth.

“I always do well at this venue. So I had the confidence coming into this tournament. I struck the ball really well and also played some good chip shots. The birdie-spree early on helped me raise my game further. I set up three eagle opportunities but couldn’t take any of them. The most disappointing was missing the two-feet eagle putt on the seventh,” said Shankar.

He added, “I’m eager to do well here this week since it can help me become number one in the Rolex Rankings. I also want to make up for last year when I didn’t fare too well at Digboi due to a back injury.”

Abhinav Lohan holed three long-range birdie putts and came up with two well-executed chip-putts for birdies. He had a lone bogey and thus closed the day in second place with a 68.

Lohan, looking for his maiden title, said, “I had a couple of low scores last week at Shillong, but ended the tournament with an ordinary 74. I feel I’ve got back my rhythm with today’s round. A sharp short-game will hold the key at this course and I feel I did well in that area today.”

The six players who took a share of third place at three-under-69 were Delhi’s Shamim Khan, Kolkata’s Nur Hossain Sardar, Vishal Singh of Jaipur, Lucknow golfer Sanjay Kumar who won at Shillong last week, Bangalore’s C Muniyappa and Karan Taunk of Jamshedpur, the current leader in the Emerging Player of the Year race.

Nur Hossain Sardar, playing only his second event of the season, came close to making a hole-in-one on the 16th where his tee shot stopped one foot from the flag.

Karan Taunk made five birdies on the trot from the 11th through the 15th during his opening round.

UNICEF invites aspiring pop stars to join Hugh Jackman, Katy Perry, Ang鬩que Kidjo, Priyanka Chopra, Yoko Ono and David Guetta to sing John Lennon’s Imagine and help raise awareness of children’s rights


NEW YORK, 20 November 2014 – During a musical event at the United Nations General Assembly today, UNICEF will unveil the #IMAGINE project as part of celebrations for the 25th anniversary of the Convention on the Rights of the Child.

The #IMAGINE project brings together artist Yoko Ono, renowned music producer and DJ David Guetta, UNICEF Ambassadors – including Katy Perry, Ang鬩que Kidjo, Daniela Mercury, Priyanka Chopra, Yuna Kim – and a host of other high profile supporters with the aim of creating a unique moment in music history that will highlight the tremendous challenges children face the world over.

A new interactive digital experience, powered by TouchCast, will allow everyday people to record their own version of Imagine, John Lennon’s iconic anthem of hope and peace, alongside their favourite stars, in what UNICEF hopes will be the largest ever global sing-along.
These individual recordings, and those of UNICEF’s Ambassadors and other artists, will be made into a multi-lingual ‘world’ version of Imagine, produced by David Guetta. Everyone who records the song has the chance to have their vocals and videos used in the new UNICEF version of Imagine and in the accompanying interactive music video, created by TouchCast and TheBridge.co – both of which will be released in the lead up to New Year’s Eve 2014.
“The Convention on the Rights of the Child asked us all to imagine a better world for children – and calls on all of us to make that vision a reality,” said UNICEF Executive Director Anthony Lake. “The #IMAGINE project gives people across the globe a chance to join a global movement for children, lending their ideas, their visions and, not least, their voices to advance the rights of every child, everywhere.”  

#IMAGINE participants can share their own recording of Lennon’s classic song with friends and family on social media and encourage others to perform Imagine too. They can also record personal messages describing what they imagine a better world for children would be like.

“A dream you dream alone may be a dream, but a dream two people dream together is a reality,” said Yoko Ono.

Participants will also have the opportunity to donate to UNICEF. Funds raised through the #IMAGINE project will support the organisation’s programmes providing education, nutrition, healthcare and immunisations, clean water and sanitation, protection and emergency relief for children in more than 150 countries and territories.

“I’m really excited to be working with UNICEF on this incredible new project. Our ‘world’ version of Imagine will be like no other – I am proud to be a part of this collaboration,” said Guetta. “We have to get the word out that every voice counts and every child counts too.”

The event at the United Nations General Assembly will include live performances by Grammy Award winner Ang鬩que Kidjo, Brazilian singer-songwriter Daniela Mercury, Swedish-Iranian pop sensation Laleh, cellist Trey Lee from Hong Kong, Nigerian musician Don Jazzy and Kristian Kostov, the winner of the Russian The Voice.

Golden Globe and Emmy Award-winning actor Hugh Jackman, Yoko Ono and Bj沮 Ulvaeus from ABBA will also make special appearances during the event.

Three Day National Conference on Issues of Optimal Use of Water Resources Begins
Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti has said that inter-linking of river will raise the irrigation capacity of the country by 90 percent. Inaugurating the national conference on issues for optimal use of water resources called “Jal Manthan” here today, the Minister said that there is no shortage of water in our country. She said excess rain water in our country flows in to seas through rivers. We need to conserve this water by inter-linking the rivers.The Minister said, in our country irrigation schemes take lot of time and money to complete. She said only farmer can feel the pain of these delayed projects. The Minister said that when she became Minister in the centre, many Ministers and Secretaries from various States came to her and explained their problems about water resources and irrigation. The Minister promised that after going through the recommendations of Jal Manthan deliberation, she will make necessary amendments to the schemes and plans of the Ministry. She said that Prime Minister has desired that we should ensure that irrigation facility is provided to every field of each farmer without any extra cost.
Union Agriculture Minister Shri Radha Mohan Singh, Union Rural Development Minister Choudhary Birender Singh and Union Minister of State for Water Resources, River Development and Ganga Rejuvenation Prof. Sanwar Lal Jat also addressed the inaugural session. The three day event has been organized by the Ministry of Water Resources, River Development and Ganga Rejuvenation to take up wide ranging consultations with the state Water Resources/ Irrigation Ministers, Secretaries and a range of other stakeholders. The focus will be on refining policies of the Ministry to make them more people friendly and responsive to the needs of the states.
The first day of the conference was devoted for deliberations on the three flagship schemes being implemented by the Union Government through Ministry of Water Resources, River Development and Ganga Rejuvenation, viz., Accelerated Irrigation Benefit Programme, Repair, Renovation and Restoration of Water Bodies and Flood Management Programme. New proposals, such as, Incentivizing States for Water Sector Reforms India Water Resources Information System and Hydrology Project III were also discussed.
The second day of the conference will be devoted to issues related to inter-linking of rivers in the country. It is proposed to deliberate on various aspects of inter-linking as the programme has evoked strong reactions from civil societies and environmental groups. The event would provide a platform to address the concerns and clarify issues raised by them.
On the third day of conference, it is proposed to hold deliberations on broader issues of water conservation and management with civil societies, non-governmental organisations and water user communities. The focus will be on water Security, Humane Face to Water Projects, Farm Water Management and Rejuvenation of Water Bodies.

The Rural Development Minister said, very few countries in the world are blessed with abundant fresh water as ours. However there is acute shortage of water for irrigation and drinking purposes in many parts of the country. The situation may get worse if adequate steps are not taken in the right direction earnestly. The scarcity of water is largely because of inefficient use, unequal distribution and lack of awareness in people. Over utilization has also caused deterioration in water quality. We all know that availability of water is a key pre requisite for better sanitation in the country.
As per the analysis of Ministry of Water Resources, the country has a potential of 3840 BCM (Billion cubic meter; 1BCM = 1 lakh crore liter) of rain water out of which 48% is lost in surface runoff while only about 11% goes into ground water recharge . Besides, we are able to use only about 55% of our utilizable water. About 63% of our agriculture land is still dependent only on rainwater. Water availability is the critical constraint in these areas and continues to drive poverty and low human development indices. Of the total water availability only about 300 BCM of water can be stored in the large dams of the country which is a small fraction of the total water availability. Building new reservoirs comes at a significant financial and environmental cost. Thus forms the value of having smaller but distributed structures for water storage which can increase the seasonal storage capacity of water in a meaningful manner. Land in many of these seasonal storage structures can be put to multiple use.
Chaudhary Birender Singh said, We are aware of this challenge and therefore the government is implementing various programs in the rural development, drinking water and sanitation for better sourcing and use of water for domestic use, drinking and for agriculture. The Department of Land Resources is implementing Integrated Watershed Management Program since 2009. The main objectives of the IWMP are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water. The outcomes are prevention of soil erosion, regeneration of natural vegetation, rain water harvesting and recharging of the ground water table. This enables multi-cropping and the introduction of diverse agro-based activities, which help to provide sustainable livelihoods to the people residing in the watershed area. Thus apart from soil conservation, the other main aim of the program is to improve surface and ground water availability through water recharge. The program aims to cover 5 crore ha of rainfed agricultural and wasteland. This is one of the important programs tying up water conservation with increasing agricultural productivity and livelihood in rural areas. Our watershed program is already the second largest in the world after the China. All we need is a technically sound and co-ordinated effort for better watershed management. Construction of water storage structures are one of the important interventions in the program. However, there are many check dams built in earlier programs which are silted or are damaged.
Our country has great traditional of wisdom in water harvesting, proof of which is survival of tanks with a living history of more than 300 to 400 years. The traditional wisdom encompasses both maintenance and water management of these tanks. There many examples of community participation in tank management over the centuries in this country. However today we feel that this rich traditional wisdom is slowly being lost. They have to be surveyed and rejuvenated. The traditional water storage structures are fast being destroyed either due to siltation and lack of upkeep or due to the pressures of development. In addition to loss of environmental services, we are also losing vital storage capacity of excess rain water. It is important that these structures are surveyed and rejuvenated. Only then the efforts of the watershed programs will bear true fruits. However it has to be emphasized that improving the storage of water will have to be augmented with other vegetative methods like growing pasture, trees and horticulture to stabilize them and reduce siltation.
The use of ground water for irrigation as against surface water has continuously increased with every passing years causing depletion of ground water which has reached crisis proportions in some regions of the country. Groundwater accounts for nearly two-thirds (66%) of India’s irrigation and 80% of domestic water needs. Planning Commissions also called for a for a participatory approach to sustainable management of groundwater based on aquifer mapping., Further, the plan calls for launching a massive programme for watershed restoration and groundwater recharge by transforming Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) into our largest watershed programme.
There are multiple organizations in the States that are working in the field of water harvesting. Most of the time these departments work in isolation losing the opportunity of creating synergies and increasing effectiveness. It is important that water harvesting and storage is done in a collaborative manner by drawing up plans at the landscape level to improve the outcomes of the finances employed in the process. It is crucial to ensure that these structures particularly the Check dams & Nala-bands are built in right place that are technically feasible and are socially viable. It is important to ensure that not only they are properly constructed but are also properly maintained over time. Post- project maintenance of these assets is also very important. It is suggested to make use of latest technology for this purpose, both at the planning & maintenance stage. Remote Sensing (RS) technology needs to be extensively used in this task. These latest technologies not only ensures quality but also brings transparency in to the entire process of planning and implementation
All types of landowners can contribute in this program of enhancing the storage capacity of the small water harvesting structures. These structures are largely based in wasteland fallow land and forest land. It is expected that states will at their level co-ordinate with various departments to fulfill this work. Farmers groups can also be encouraged where they can either build, desilt or repair checkdams by collecting money fully or by contributing a part of the expenditure. State Governments agencies can also design programs so that concerted work is done in this field. The key point I am trying to emphasize is the need to involve of people, right from planning to the execution stage and sharing the water.
Social contribution is incomplete without Public Private Partnership (PPP) and involvement of corporate sector. I suggest that as we have an integrated approach to implement the strategy of improving the capacity of water harvesting structures by involving Corporates, Civic Societies, NGO’s along with Government in general facilitative role. Such an approach will be necessary for overall success of this program, the Minister of Rural Development Chaudhary Birender Singh said.

On the 25th anniversary of the Convention of the Rights of the Child, The State of the World’s Children report lays out an agenda for change

NEW DELHI, 21 November 2014 –  Urgent action is needed to prevent millions of children from missing out on the benefits of innovation, UNICEF said in a new report launched on the 25th anniversary of the Convention on the Rights of the Child. Connectivity and collaboration can fuel new global networks to leverage innovation to reach every child, according to the children’s agency.
The State of the World’s Children Report – Reimagine the future: Innovation for everychild calls on governments, development professionals, businesses, activists and communities to work together to drive new ideas for tackling some of the most pressing problems facing children – and to find new ways of scaling up the best and most promising local innovations.
The report is a crowd-sourced compilation of cutting-edge innovations and an interactive platform that maps innovations in countries all over the world and invites innovators to put their own ideas ‘on the map’.
“Inequity is as old as humanity, but so is innovation – and it has always driven humanity’s progress,” said UNICEF Executive Director Anthony Lake.  “In our ever-more connected world, local solutions can have global impact – benefiting children in every country who still face inequity and injustice every day.
“For innovation to benefit every child, we have to be more innovative – rethinking the way we foster and fuel new ideas to solve our oldest problems,” said Lake.  “The best solutions to our toughest challenges won’t come exclusively either from the top down or the grassroots up, or from one group of nations to another. They will come from new problem solving networks and communities of innovation that cross borders and cross sectors to reach the hardest to reach – and they will come from young people, adolescents and children themselves.”
The United Nations General Assembly adopted the Convention on the Rights of the Child in 1989.  Since then, there has been tremendous progress in advancing child rights – with a huge reduction in the numbers of children dying before the age of five and increased access to education and clean water.
However, the rights of millions of children are violated every day, with the poorest 20 percent of the world’s children twice as likely as the richest 20 percent to die before their fifth birthday, almost one in four children in the least developed countries engaged in child labour, and millions of children regularly experiencing discrimination, physical and sexual violence, and abuse and neglect.
The latest edition of UNICEF’s flagship report argues that innovations such as oral rehydration salts or ready-to-use therapeutic foods have helped drive radical change in the lives of millions of children in the last 25 years – and that more innovative products, processes, and partnerships are critical to realizing the rights of the hardest to reach children.  The fully digital report includes multimedia and interactive content that invites readers to share their own ideas and innovations, and highlights outstanding innovations that are already improving lives in countries around the world from a wide range of countries, including:
  • Group Handwashing Stations under Swachh Bharat, Swachh Vidyalaya campaign in India. The path breaking innovation has the potential of improving the education and health outcomes of 110 million children who have Mid-Day meals daily in school, across the country. “Every nation has different problems and every person has different solutions,” said Deu.  “We need to learn from one another’s experiences, come together as a global community of innovation and keep producing ideas that can make a real difference.”

New York, 20 November - Twenty-five years ago, with the adoption of the Convention on the Rights of the Child, the world made a historic commitment to its children. The convention, ratified by 194 countries, became the most widely ratified human rights treaty in the world and generated significant progress. But much more remains to be done to protect children, especially those growing up in countries affected by conflict.
“Children continue to be killed, maimed, recruited and used by armed forces and armed groups, deprived of education and healthcare,” said Leila Zerrougui, the Special Representative of the Secretary-General for Children and Armed Conflict. “Despite all our efforts, we haven’t changed the fact that children are still the most vulnerable in times of conflict.”
The extreme violence used by groups such as Boko Haram and ISIL create unprecedented challenges for the protection of children. These groups use tactics that directly target children, with high risk of long term trauma. In addition, deadly attacks against schools and hospitals, such as last week’s devastating suicide bombing in a school in northern Nigeria, are on the rise.

The Optional Protocol on the involvement of children in armed conflict, adopted in 2000, aims to ban the compulsory recruitment of children under 18 in armed forces and to ensure that individuals under the age of 18 do not take part in hostilities.

“We now have 158 Member States who have ratified the Optional Protocol and I call on those who have not yet done so, to take steps towards ratification,” Zerrougui added.
Years of engagement with parties to conflict to end the recruitment and use of children are starting to yield results. There is an emerging consensus among the world’s governments that children do not belong in national security forces in conflict.
The campaign “Children Not Soldiers” builds on that consensus and aims to end the recruitment and use of children by government armed forces by the end of 2016.
The Special Representative calls on the international community to renew its commitment to fulfil the promise of the Convention on the Rights of the Child and to demand accountability for those who violate children’s rights.

The FDI equity inflows in the month of September 2014 are estimated at around US$2.5bn as against about US$4.1bn in September 2013, posting a negative growth (Y-o-Y) of (-) 40.5%. The growth in FDI equity inflows stands at around (-) 9.2% in August 2014, 111% in July 2014, 33% in June 2014 and 121% in May 2014.

Mauritius tops the chart as an investing country, with the top investing sectors including the services sector (includes financial, banking, insurance, non-financial / business, outsourcing, R&D, courier, tech. testing and analysis). Also, Mumbai and New Delhi are observed to be the cities attracting the highest FDI equity inflows.

Service sector and construction development constitute the highest share in attracting FDI equity inflows during April 2000-September 2014 of around 18% and 10% respectively. Telecommunications has also been able to attract about 7% of FDI equity inflows during the same period. Computer software and hardware constitutes 6% share while Drugs and pharmaceuticals and Automobile Industry constitute 5% share in total FDI equity inflows. Chemicals (other than fertilizers), Power and Metallurgical Industries constitute share of about 4% in FDI equity inflows and lastly, Hotel and tourism constitute share of about 3% share during the period.

Concert: “Nömadak TX” by Oreka TXSynopsis: The group Oreka TX comes to New Delhi to present their show Nömadak TX. Since 17 years ago Oreka TX is going over the world spreading the sound of txalaparta, a Basque percussion instrument.

Nömadak TX is a curious concert-travel project where music and images are mixed on the stage. The music is permormed on live, based on the soundtrack of the movie Nömadak TX, a film that was shot during theirs trips in India, Lapland, Sahara and Mongolia, all along with local musicians. On live, the wealth of sounds and the instrument’s variety offers to the txalaparta an evironment where the trio can explore their own limits. Then the screen on the stage becomes a mirror where we can watch and meet different places and people, turning in to a tool for experimentation, fusion and cultural interaction. India’s Mangalyaan among best inventions of 2014

Mangalyaan has been named among the best inventions of 2014 by Time magazine which described it as a technological feat that will allow India to flex its “interplanetary muscles.”
“Nobody gets Mars right on the first try. The US didn’t, Russia didn’t, the Europeans didn’t. But on September 24, India did. That’s when the Mangalyaan …went into orbit around the Red Planet, a technological feat no other Asian nation has yet achieved,” Time said about Mangalyaan, calling it “The Supersmart Spacecraft.”
Mangalyaan is among the 25 ‘Best Inventions of 2014′ listed by Time magazine that are “making the world better, smarter andin some casesa little more fun.”
Developed by the Indian Space Research Organisation, the Mars spacecraft cost India just USD 74 million, less than the budget for the multi-Acacdemy Award winning science fiction thriller film Gravity.
Time said at that price, the Mangalyaan is equipped with just five onboard instruments that allow it to do simple tasks like measure Martian methane and surface composition.
“More important, however, it allows India to flex its interplanetary muscles, which portends great things for the country’s space programme and for science in general,” Time said.
The list also includes inventions by two Indians for developing an exercise space for prisoners in solitary confinement and a tablet toy for kids.
Nalini Nadkarni, forest ecologist and college professor helped develop the ‘Blue Room’ with Snake River Correctional Institution in Oregon for inmates in solitary confinement, who for 23 hours a day see nothing but a tiny, white-walled cell, an experience some research suggests heightens mental illness and makes prisoners prone to suicide attempts and violence. Last year, officials began letting some of them spend their free hour in a first-of-its-kind Blue Room, an exercise space where a projector plays video of open deserts, streaming waterfalls and other outdoor scenes.
Nadkarni says the imagery is designed to calm prisoners, “much in the way we walk through a park” to relax. Former Google engineer Pramod Sharma developed ‘Osmo’, a tablet toy that gets physical.
Sharma got the inspiration when he saw his daughter playing with the iPad, but did not want her to be glued to the tablet all day long.
The toy, which debuted in October, has helped Osmo raise USD 14.5 million in capital and is now being sold in the Apple Store.
The other inventions are a reactor developed by aerospace company Lockheed Martin that could realize nuclear fusion, Apple’s smart watch that besides telling time, can send messages, give directions, track fitness and make wireless payments and Microsoft’s Surface Pro 3, a “hybrid” that bundles laptop into a 12-inch tablet and can run desktop apps.

61 Indian fishermen arrested in Pakistan
At least 61 Indian fishermen have been arrested and their 11 boats seized by Pakistani authorities for allegedly violating the country’s territorial waters.
The fishermen were arrested yesterday by the Maritime Security Agency, a police official said.
“They were fishing inside Pakistan’s territorial waters and were presented in court today,” the official said.
All of arrested fishermen have been charged under Foreign Act and Fisheries Act.
The two countries frequently arrest each other’s fishermen whenever they mistakenly enter the unmarked waters between Pakistan’s southern province of Sindh and Gujarat.
“There is no clear demarcation on either side and these fishermen stray into our waters near the Sir Creek area,” Murad Shah, an official of the Fishermen Forum said. These fishermen often spend years behind the bars.
More than 150 Indian fishermen with their boats were released when Pakistan Premier Nawaz Sharif visited New Delhi in May to attend the oath-taking ceremony of Prime Minister Narendra Modi.
Pakistan said that on the occasion all fishermen whose nationality had been confirmed by India were set free. Still, dozens of fishermen are in Pakistan.

BSF has asked its counterparts in Bangladesh to take action against hideouts of Indian insurgent groups and urged for Bangladesh’s approval for construction of single row fence within 150 yards at the border to prevent trans-border crimes, an official said in Shillong on Friday.BSF chiefs of Meghalaya, Assam, and Tripura have jointly made the request to Bangladesh Border Guards’s Additional Director General (north-eastern region) Brigadier General Mohammad Latiful Haider, at the Border Co-ordination meeting of the two forces held at Tamabil on Sylhet-Meghalaya border, Bangladesh.”We have strongly conveyed to the BGB especially on security-related issues particularly about presence of Indian insurgent groups like the outlawed Garo National Liberation Army (GNLA) and HNLC of Meghalaya, Assam’s ULFA and NDFB, and Tripura’s NLFT in Bangladesh territory,” Sudesh Kumar, Meghalaya Frontier IG said.Kumar, who led a 20-member contingent, also discussed issues pertaining to construction of a single row fence within 150 yards from IB at border for obtaining clearance from Bangladesh government.Other key issues related to border management was also strongly conveyed on key border issues between the two neighbouring countries, he said.The commission of trans-border crimes like smuggling of fake currency notes, forest produce and cattle, etc. committed by Bangladesh nationals well inside Indian territory was also discussed, a release from the BSF said.On the other hand, Bangladesh border officials have urged their Indian counterparts for strict use of non-lethal weapons to reduce border killings significantly to which the BSF refuted the allegations citing such killings (if any) was in self defence.”We have also requested the BGB authorities to discourage Bangladesh nationals from crossing the international boundary in order to avoid any confrontation with bordering population and maintain peace and tranquillity at the border,” Kumar said.He said the border guards of the two neighbours also discussed deployment of coordinated joint patrols along the border, especially in the night time.Four Indian north-eastern states of Tripura, Meghalaya, Mizoram and Assam share 1,880 km porous border with Bangladesh.India and Bangladesh share a 4,096-kilometre long porous international border, the fifth-longest land border in the world, including 262 km in Assam, 856 km in Tripura, 18 km in Mizoram, 443 km in Meghalaya, and 2,217 km in West Bengal, BSF officials said.

Prime Minister Narendra Modi has invited US President Barack Obama to be the Chief Guest at the Republic Day 2015, an invitation which is understood to have been accepted by the American leader.
“This Republic Day, we hope to have a friend over… Invited President Obama to be the 1st US President to grace the occasion as Chief Guest,” Modi tweeted.Confirming Obama’s acceptance, the Press Secretary on the President’s Travel in a statement said, “At the invitation of Prime Minister Modi, the President will travel to India in January 2015 to participate in the Indian Republic Day celebration in New Delhi as the Chief Guest”.
“This visit will mark the first time a US president will have the honor of attending Republic Day, which commemorates the adoption of India’s Constitution”.
“The President will meet with the Prime Minister and Indian officials to strengthen and expand the US-India strategic partnership.” Modi met President Obama in September in Washington for talks on two consecutive days.
Earlier this month, Modi met Obama at an East Asia summit in Myanmar and an agreement was struck there to allow WTO trade deal that India had stalled over concerns that its food subsidies to the poor could face legal challenges. Obama had praised Modi as “a man of action”.
White House confirmed that US President Barack Obama would be travelling to India in January, the State Department on Friday announced that it will send a top diplomat to India next week to lay the ground work for the historic presidential visit.>
“Assistant Secretary of State for South and Central Asian Affairs Nisha Biswal will travel to New Delhi, India, for internal consultations and bilateral meetings,” the State Department said in a statement.
The State Department’s decision came after White House Press Secretary Josh Earnest announced that, “At the invitation of Prime Minister (Narendra) Modi, the President will travel to India in January 2015 to participate in the Indian Republic Day celebration in New Delhi as the Chief Guest.”
During her travel from November 23 to December 5, Biswal would also be travelling to Kathmandu to represent the US as an observer state at the 18th annual South Asian Association for Regional Cooperation (SAARC) Summit, which would be attended by heads of States of all the SAARC countries, including Prime Minister Modi.
“The summit will focus on deepening regional economic connectivity and expanding South Asia’s role in the global economy.
While in Kathmandu, she will meet with Nepali political leaders, civil society activists and business leaders,” the State Department said.
Following Nepal, Biswal will travel to Dhaka, Bangladesh, to participate in meetings with Bangladeshi government officials, civil society and labour group leaders and members of the business community.
From there, she will travel to Tashkent, Uzbekistan, for the Annual Bilateral Consultations and discuss with the government of Uzbekistan the full range of bilateral and regional issues of mutual interest.
“Finally Biswal will travel to Basel, Switzerland to participate in the OSCE Ministerial.
She will hold meetings with senior leaders from the OSCE and Central Asian nations,” the State Department said.
The India trip assumes significance given that Obama would be travelling to India at a time, when the President normally gives his annual State of the Union Address to the Congress.Also, the White House normally does not announce President’s travel schedule two months in advance.
Obama’s proposed visit to India in January next year is a great opportunity to strengthen and expand bilateral strategic partnership, top American administration officials and experts have said.
Prime Minister Narendra Modi on Friday invited Obama to be the chief guest at the Republic Day celebrations, an invitation which has been accepted by the American leader.
“First time a US President is to attend Republic Day (celebrations), which commemorates the adoption of India’s constitution. We are committed to strengthening and expanding the US-India strategic partnership,” National Security Advisor, Susan Rice, tweeted.
“The President looks forward to traveling to India in January to participate in the Indian Republic Day celebration,” she said.
“President Obama is honored to be going to India in January as the Chief Guest for Indian Republic Day. Sign of our close ties and friendship,” Ben Rhodes, Deputy National Security Advisor for Strategic Communications and a close confidant of Obama, wrote on Twitter.
“A great honor and opportunity in what is still a complicated relationship,” Teresita Schaffer, a retired American diplomat said. “This is a huge deal.
Obama will be part of what may be the most theatrical parade in the world. The Chief Guest slot is by far the most prestigious invitation India can extend to a foreign leader,” Schaffer wrote on her blog – “SouthAsiahand.Com” Japanese Prime Minister was last year’s honoree.
Obama is the first US President to be honored in this way, and the first to visit India twice during his time in office, she said in the blog.
South Asia expert Michael Kugelman from Wilson Center, a top American think tank, described Obama accepting the invitation as a great news that would “send strong message just weeks after the end of drawdown in Afghanistan”.
Meanwhile, The Wall Street Journal, in a news dispatch from New Delhi, said the visit is a symbol of improving US-India ties after Modi traveled to the White House in September.
“In a summit that officials said gave the two leaders an opportunity to establish a rapport, the two leaders agreed to strengthen security relations,” the daily reported.

(Vishnu Ravi Shankar) Nashik, 22 November 2014: The 41st Sub-Junior National Basketball Championship has tipped off today in Nashik, Maharashtra. The Nashik District Basketball Association and the Maharashtra Basketball Association under the aegis of the Basketball Federation of India and IMG-Reliance are conducting the tournament on the two wooden courts at the Meenatai Thakare Indoor Stadium here in Nashik. The tournament will be conducted over a period of 7 days from the 22nd to the 28th of November 2014.
The Sub-Junior National Basketball Championship is an annual national tournament for U-14 boys’ and girls’ teams from states across India. This year’s tournament is witnessing the participation of 27 boys’ teams and 25 girls’ teams from various states of the country. The 2013 version tournament was conducted in Patna, Bihar. The Chhattisgarh teams won both the boys and the girls category last year, while the Madhya Pradesh boys and the Tamil Nadu girls finished runners-up respectively.

Jihadist militants hijack bus in Kenya, 28 passengers killed

Authorities say al-Qaida-linked al-Shabab militants from Somalia have hijacked a bus in northern Kenya and killed 28 non-Muslims on board. Two police officers, speaking on condition of anonymity, said the bus was hijacked 50 kilometers (31 miles) from the town of Mandera on its way to the capital Nairobi, AP reported. Kenya has witnessed a rise in attacks by al-Shabab militants since it sent troops into Somalia in October 2011. There have been over 100 attacks since then, including the 2013 Westgate Mall massacre that left 67 people dead.

Gas explosion rocks central London hotel, 14 injured

An explosion last night at the five-star Hyatt Regency Churchill hotel on Portman Square in the Marylebone area of London has left 14 people hospitalized. The blast, which authorities say occurred in the basement of the hotel, caused part of the structure to collapse. Five hundred people were evacuated from the building and all guests and staff have been accounted for, Sky News reported. A Metropolitan Police spokesman said:“At about 11.40pm we were called to a suspected gas explosion at Portman Square. Officers are in attendance alongside the fire brigade and ambulance service. A small number of injured parties are being treated.”Structural engineers are on the site to determine the full extent of the damage.

House Intel clears top-ranking Obama officials in Benghazi ‘conspiracies’

A two-year probe by the House Intelligence Committee has cleared then-Secretary of State Hillary Clinton and then-Ambassador to the UN Susan Rice on allegations that they mishandled the 2012 attack on the US diplomatic compound in Benghazi, Libya, which led to the death of US Ambassador Christopher Stevens, foreign service officer Sean Smith, and two CIA agents. The Islamic State launched an attack on Ramadi Friday in an attempt to seize control of a key Iraqi city under government control in Anbar province, Reuters and AFP report citing sources on the ground. The attack has been launched from all four directions on Ramadi. Mortar attacks aimed at government buildings continue. The attacks killed at least six people, AFP reports, while 12 militants are believed to have died in the fighting. Most of Ramadi and the surrounding Sunni Muslim province of Anbar is already held by Islamic State.

WHO: Ebola death toll rises to 5,459

The WHO said on Friday the Ebola death toll reached 5,459 out of 15,351 cases by November, 18. The Friday report states 39 more deaths and 106 new cases since Wednesday. The hardest-hit countries are still Guinea, Liberia and Sierra Leone. All six Ebola patients in Mali have died and their contacts are being monitored.

Israel military disperses stone-throwing West Bank protesters

The Israeli forces have dispersed some 300 stone-throwing Palestinian demonstrators in the West Bank city of Hebron, the military said Friday. No injuries were reported and no arrests were made, according to the army. Smaller clashes took place at Qalandiya and Kadom in West Bank, AP reported. The clashes came as Palestinians say that Israel wants to change the status quo at a contested Jerusalem holy site. During prayers on Friday, no serious incidents were reported at the Temple Mount, which for the second week in a row was open to all Muslim worshipers, regardless of age.

Yemen Al-Qaeda branch denounces Islamic State for declaring caliphate

Yemen’s Al-Qaeda branch on Friday denounced the Islamic State group (also known as ISIS or ISIL) for declaring a caliphate on territory it seized in Syria and Iraq, and for its expansionist plans. The Al-Qaeda Yemeni offshoot’s purported spiritual guide, Sheikh Harith al-Nadhari, said efforts to expand IS’s area of influence are “driving a wedge” among jihadist groups, AP reported. The IS “forced the nation, all the nation, to pledge allegiance” in the absence of consultation with other jihadist leaders, Al-Nadhari said in a message posted on one of Yemeni Al-Qaeda’s Twitter pages.

2 demonstrators arrested in Ferguson ahead of grand jury decision

Police arrested at least two demonstrators in Ferguson, Missouri as tensions simmer ahead of a grand jury decision whether to charge officer Darren Wilson in the slaying of 18-year-old Michael Brown in the St. Louis suburb in August. About a dozen protesters gathered again outside the police station in Ferguson. Brief scuffles broke out and at least one woman and a man were handcuffed and taken away, media agencies




United in defiance – Political Parties boycott transparency

Following Central Information Commission’s (CIC) notice (F .No.CIC/SM/C/2011/001386) of 3rd November 2014, wherein notice was sent to 6 Political Parties viz. INC, BJP, BSP, NCP, CPI & CPM for the non-compliance of CIC’s 3rd June 2013 decision (where these 6 parties were declared “public-authorities” and hence brought under RTI) , the hearing was held today.
All 6 political parties were conspicuously absent from the hearing. This defiance was very much in-line as how 3 earlier CIC notices, that had already been sent to these parties in relation to the implementation of the 3rd June 2013 order, were treated by these parties. (The details of these 3 notices in attachment named: CIC notice to 6 Political Parties- 3rd Nov 2014)
The co-petitioners in the case Mr. Subhash Aggarwal and Association for Democratic Reforms (ADR) requested the Commission for penalties to be imposed on these parties (under section 20 of the RTI Act). Both the petitioners also held in their respective prayers before the bench of CIC that they should be provided exemplary compensations (under section 19 of RTI Act). (Please find the detailed submission attached with email)

Secretary-General’s Remarks to Media on Ebola

Washington D.C. , 21 November 2014
Ladies and gentlemen, good afternoon. Thank you for your time. And I am glad that I have an opportunity to speak about Ebola.
We have just had an in-depth, extensive discussion among the Chief Executives of the United Nations system on Ebola.
We are determined to do everything in our power to help the affected countries to stop the outbreak of Ebola, treat the infected people and ensure that all essential services are provided, and preserve stability of the country and prevent outbreaks in the country and prevent further spread to other countries.
Results to date are uneven.  The rate of transmission continues to increase in many places.
We need more international responders — trained medical teams and volunteer health workers – especially in remote districts.  And we need to avoid travel bans, discrimination against health workers and other steps that would isolate countries when they need help most.
There has been some welcome progress.  Where the Ebola response strategy is implemented, the rate of new cases appears to be slowing.  We are seeing the curve bending in enough places to give us hope.
There are three main reasons.
First, the efforts of the affected governments and local communities are working in close coordination with the United Nations system.  People are taking action to protect themselves and their family members.  The proportion of safe burials has rapidly improved, especially in Liberia.
Second, there is greater capacity for treating people.  There is more case identification and contact tracing.  I thank the many countries of the international community that are making life-saving contributions.
Third, the entire UN system is fully mobilized.
The UN Mission for Ebola Emergency Response, UNMEER, continues to support the affected countries in managing this crisis.
The World Health Organization, WHO, is providing strategic guidance; the World Bank is providing crucial resources; and all UN agencies, funds and programmes in the affected region, as well as the UN peacekeeping operation in Liberia, continue to provide assistance.
The new chain of transmission in Mali is a cause of deep concern.  We are translating the lessons we have already learned from the Ebola outbreak into early action to mitigate against a further spread in Mali.
The Malian authorities have demonstrated great leadership and resilience since the onset of the outbreak. They have requested UNMEER’s assistance.
I have just spoken to President [Ibrahim Boubacar] Keita of Mali, about half an hour ago, and informed him that, as a way to show our solidarity and unity and immediate support, Dr. Margaret Chan, Director General of the World Health Organization, and Dr. Michel Sidibé, UNAIDS Executive Director, are travelling to Mali immediately this afternoon. They will have in-depth discussions on how the United Nations system can eradicate this and prevent further outbreaks in Mali.
At the same time, I have instructed the head of UNMEER, Tony Banbury, to establish on an urgent basis a United Nations support mission in Mali and pending the establishment of this UNMEER mission in Mali, I have designated, upon agreement of President Keita, the WHO country director in Mali, Dr. Ibrahima Fall, as representative of UNMEER.
Decisive national action combined with international support today will help to prevent a spread of the outbreak in Mali to crisis proportions tomorrow.
Even as we focus on the immediate threats, it is not too soon to start working on recovery.
The consequences of Ebola will long outlast the outbreak.  Ebola has had a significant impact on health care, education and food security.  Trade has suffered.  Businesses have closed.  The affected countries will need assistance long after the crisis has passed.
If we continue to accelerate our response, we can contain and end the outbreak by the middle of next year.  I appeal to the international community to stay engaged. We hope the continued support, funding, logistics and personnel support, particularly health workers, will continue to be provided.
The United Nations system will continue to scale up our response until the very last case of Ebola is identified and treated.

Tunisians elect president for first time
Tunisians vote on Sunday in their first presidential election since the 2011 revolution that sparked the Arab Spring, a ballot set to round off an often fraught transition to democracy.
Among the 27 candidates, the hot favourite is former premier Beji Caid Essebsi, an 87-year-old veteran whose anti-Islamist Nidaa Tounes party won parliamentary elections last month.
Others vying for the presidency include outgoing President Moncef Marzouki, several ministers who served under former dictator Zine El Abidine Ben Ali, leftwinger Hamma Hammami, business magnate Slim Riahi and a lone woman, magistrate Kalthoum Kannou.
Some 5.3 million people are eligible to cast ballots, with tens of thousands of police and troops deployed to guarantee security amid fears Islamist militants might seek to disrupt voting.
In most of the country, polls open at 8:00 am (0700 GMT) and close 10 hours later.
However, voting will be limited to only five hours in some 50 localities close to the Algerian border, where armed groups are active.
A run-off vote will be held at the end of December if no one secures an absolute majority.
Until the revolution, Tunisia knew only two presidents — Habib Bourguiba, the “father of independence” from France in 1956, and Ben Ali, who deposed him in a 1987 coup.
To prevent another dictatorship, presidential powers have been restricted under a new constitution, with executive prerogatives transferred to a premier drawn from parliament’s top party.
Essebsi has run on a campaign of “state prestige”, a slogan with wide appeal to Tunisians anxious for an end to instability.
Supporters argue only he can stand up to the Islamists who first held power in the post-Ben Ali era, but critics charge he is out to restore the old regime, having served under both former presidents.
Marzouki has been hammering home the argument that he is the only leader capable of preserving the gains of the uprising, and has said today’s vote is the “last stand” for the old guard.
Moderate Islamist party Ennahda, which came second in the legislative election, has not put up a candidate and has invited its members “to elect a president who will guarantee democracy”.
Speculation has been rife on the make-up of a new government and the possibility of a coalition between Nidaa Tounes and Ennahda in spite of their fundamental differences.




Chattisgarh health minister must be booked for deaths due to negligence

Aam Aadmi Party demands registration of a criminal case against Chattisgarh health minister for having caused death of atleast 13 women by negligence, and nearly 150 more are still undergoing treatment.
The party also demands that the state’s Raman Singh government should immediately make the entire inquiry report public on how medicines with contents of rat poison were supplied to the medical camps at Bilaspur, and given to the victims.
AAP team led by party’s chief spokesperson Yogendra Yadav and colleagues from the state unit in their on-the-spot assessment has found that the state government acted with extreme negligence, and poor women were treated like guinea pigs by a negligent health regime in the state.
It is extremely surprising that the BJP leadership has allowed an insensitive individual like Mr Amar Agrawal to continue as health minister even two weeks after the terrible incident, particularly after he has been changing his statements to falsely shift blame on the doctors.
The Chattisgarh health minister is neither repentant nor has he assured that such incidents will not be repeated in future.
The probe report has nailed the lies of the state government, which had initially stated that deaths of women had taken place due to negligence of doctors who conducted the sterilisation surgeries earlier this month.
The state government must also reveal whether it has stopped the supplies from the pharmaceutical company which has claimed the lives of innocent women, and whether the state BJP leadership has any link with this company.
Local residents of Bilaspur have informed the AAP leadership that atleast nine women are on ventilators and are struggling for their lives. It is being apprehended that the number of casualties may go up since the medical relief for those still admitted in hospitals due to botched up sterilisation surgeries is far from adequate.
There are many unanswered questions even after two weeks of the man-made tragedy and till the Rama Singh government wakes up from its slumber and heads are rolled, the scope for improvement and corrective action appears remote.

Digboi, Assam, November 23, 2014: The Pro-Am event of the IndianOil Servo Masters Golf 2014 was won by professional Karan Taunk and his team.

The Pro-Am event was played in the Team Stableford format with each team comprising of one professional and three amateurs.

PGTI member Karan Taunk of Jamshedpur led his team to victory with a total score of 121 points. Taunk’s team comprised of amateurs Wg. Cdr. Pradhan, Mr. Angshuman Gogoi and Mr. Abhijit Konwar.

PGTI member Wasim Khan’s team finished first runners-up with a team total of 115 points. The amateurs who made up Wasim’s team were Mr. Navin Kumar Sinha, Mr. P Jithender and Mr. C K Manchey.

PGTI member Rafick Ali Mollah’s team were second runners-up with a team total of 114 points. The amateurs who made up Mollah’s team were Mrs. Reetamoni Hazarika, Mr. H K Das and Mr. Hemo Hendique.

The straight drive contest on hole no. 14 was won by Mr. C K Manchey whose drive landed on the green.

The closest to the pin contest on hole no. 2 was won by Mr. Sanglap Nahardeka whose tee shot stopped 10 feet and one inch from the hole.

The closest to the pin contest on hole no. 16 was won by Mr. B S Khaund whose tee shot ended up at a distance of 11 feet and five inches from the hole.

(Vishnu Ravi Shankar) Nashik, 22-23 November 2014: The evening of Day 1 of the 41st Sub-Junior National Basketball Championship saw some entertaining matchups, with the Tamil Nadu and Maharashtra boys putting on a regal show. In a high-scoring contest, Tamil Nadu emerged victorious with a 97-84 victory, on the back of V. Adisiva’s 59 points. The boy was unstoppable, scoring at will against the Maharashtra team and ended up with almost two-third of his team’s points. About the 41st Sub-Junior National Basketball Championship
The Sub-Junior National Basketball Championship is an annual national tournament for U-14 boys’ and girls’ teams from states across India. The Nashik District Basketball Association under the aegis of the Basketball Federation of India and IMG-Reliance are conducting the 2014 tournament on the two wooden courts at the Meenatai Thakare Indoor Stadium here in Nashik. The tournament will be conducted over a period of 7 days from the 22nd to the 28th of November 2014. This year’s tournament is witnessing the participation of 27 boys’ teams and 25 girls’ teams from various states of the country. The 2013 version tournament was conducted in Patna, Bihar. The Chhattisgarh teams won both the boys and the girls category last year, while the Madhya Pradesh boys and the Tamil Nadu girls finished runners-up respectively.

The opening ceremony held today evening witnessed a march past by all the teams before a podium comprising of certain prominent members of the Basketball Federation of India and Maharashtra State Basketball Association. The opening ceremony was hosted by Mr. Vinod Muthukumar, a Mumbai based businessman, major basketball enthusiast and partner at Elevate Sports LLP, a sports promotion enterprise. The chief guest for the occasion was the Chairman of the Maharashtra State Basketball Association, Mr. Ramesh Shanbag, who declared the event open. Mr. Carlos Barroca, Senior Director of Basketball Operations, NBA India was also present at the ceremony.
Defending champions for the boys, Chhattisgarh, cruised to a comfortable 75-57 win against Andhra Pradesh today. Chhattisgarh captain Salim Ali top-scored with 27 points.  Both the Kerala boys and girls teams picked up wins against Manipur and Karnataka respectively. This year’s tournament sees the participation of an independent team from the state of Telengana. The Telengana teams impressed in their matches today, with the boys defeating Jammu and Kashmir and the girls defeating Rajasthan. Earlier in the day, the Odisha and Uttar Pradesh boys battled in a close contest that was settled in extra time, with Odisha registering a 66-58 win. The West Bengal and Delhi boys were also engaged in an exciting high-scoring encounter. West Bengal finally pulled away from Delhi for a 80-74 win, with Rohit Kumar Shaw of West Bengal exploding for 44 points.

About the 41st Sub-Junior National Basketball Championship
The Sub-Junior National Basketball Championship is an annual national tournament for U-14 boys’ and girls’ teams from states across India. The Nashik District Basketball Association under the aegis of the Basketball Federation of India and IMG-Reliance are conducting the 2014 tournament on the two wooden courts at the Meenatai Thakare Indoor Stadium here in Nashik. The tournament will be conducted over a period of 7 days from the 22nd to the 28th of November 2014. This year’s tournament is witnessing the participation of 27 boys’ teams and 25 girls’ teams from various states of the country. The 2013 version tournament was conducted in Patna, Bihar. The Chhattisgarh teams won both the boys and the girls category last year, while the Madhya Pradesh boys and the Tamil Nadu girls finished runners-up respectively.
About the Basketball Federation of India
The Basketball Federation of India or BFI is the governing and controlling body of basketball in India, and is responsible for the development and promotion of the sport at all levels. BFI has been involved in conducting camps, clinics, events, and training sessions at its academies for the development of basketball. BFI came into being in 1935 and took complete control over Indian basketball in 1950. Prior to that time, the Indian Olympic Association handled the conduct of Indian basketball championships. Since 1950, the BFI has been conducting various such championships, from the grassroots to senior team participation in international tournaments. The Aam Aadmi Party demands that Finance Minister Arun Jaitley should give a clarification on his statement on withdrawal of LPG cylinder subsidy.
The Finance Minister has been quoted in the media as saying that “people like him” do not need subsidy and therefore subsidy will be given only to the poor.
This indicates that the government is planning to withdraw LPG subsidy and the Finance Minister is trying to justify the move in advance.
The Aam Aadmi Party demands that Mr Jaitley should clarify what he meant by “people like him”, because he’s the richest minister in the union cabinet with assets on more than Rs 70 crore.
The government must make it clear what will the new income bracket, which will get the subsidy benefit. We warn the government that if the lower middle class is deprived of the benefit, the Aam Aadmi Party will have to take the issue to the streets.
While AAP feels that “people like Mr. Jaitley” with assets of more than Rs 70 crore or a  monthly income of more than Rs 10 lakh really do not need subsidy and the government should first ensure that their diesel guzzling SUVs do not run on subsidized diesel.

BJP govt must stop its immature & amateur interference in school education

The BJP central government must give up its immature and amateur interference in school education since such mid-year tampering will cause immense harm to the students.
The irresponsible utterances of the union human resources development minister make it clear that the BJP government lacks the necessary competence and seriousness required to initiate fresh education reforms.
The central government must allay the fears of students and their parents immediately on the issue of imposition of an extra language when merely three months are left for the final examination and also whether class X exams will be made mandatory for the CBSE students.
The Aam Aadmi Party is of the categorical view that no proposal can be implemented once an academic session has begun and the decision of the Kendriya Vidyalaya Sangathan board of directors to replace German with Sanskrit for students of classes VI-VIII at this final juncture is nothing short of playing with the careers of nearly 70,000 students.
It is extremely unfortunate that the HRD minister is trying to give a German Vs Sanskrit narrow twist to the wider issue of three language formula under the National Curriculum Framework.
A balance needs to be struck between classical Indian languages and the growing aspiration among students to learn foreign languages. The decision to impose any particular language and discontinue other languages is a retrograde move, which needs to be discoraged.
The HRD minister Ms Smriti Irani has displayed a complete ignorance of facts by stating that teaching German in schools is unconstitutional. Either she has not been briefed properly by her ministry officials or she is deliberately misleading the country by her misinterpretation of the Constitution.
The government has a complete team of senior law officers whose services can be utilised by the HRD minister to get a proper understanding of the Constitution and interpretation of the relevant schedules dealing with languages taught in India.
The BJP government is playing a dangerous game with school education by trying to impose and rush through ill-thought reforms without consulting experts in the field of education. Such a move could spell disaster for the country.
The AAP demands that the central government must immediately stop its knee jerk announcements on school education and should start consultations to build a national consensus on fresh reforms in education. (ENDS)

​Holland completes MH17 wreckage recovery

The last remains of Malaysia Airlines flight MH17 wreckage downed in Ukraine in July, have been delivered to the city of Kharkov, after a week-long operation to recover wreckage from the crash site. "A few parts of wreckage were too big for transport by train and arrived in Kharkov by truck," the Dutch government announced. The wreckage will now be transported to the Netherlands for reconstruction as part of the probe into the cause of the accident that killed all 298 passengers and crew.


​Burkina Faso announces interim government

The Burkina Faso authorities have announced an interim government by decree on Sunday. According to it, the president Michel Kafando and prime-minister Lieutenant Colonel Isaac Zida will combine their posts with the posts of foreign affairs and defense ministers. A total of six ministries out of 26 will be under control of the military. They include mines, communications and the interior ministry. Former president Blaise Compaore was forced out of power by mass protests in October after 27 years in office.


​Extension of talks for Iran nuclear deal a possibility

US Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif have been discussing the possibility of extending negotiations concerning Iran’s nuclear program, a US official said, according to Reuters. The meeting in Vienna comes as the deadline for Tehran and the world powers to reach a deal is due to expire on Monday. "Our focus remains on taking steps forward toward an agreement, but it is only natural that just over 24 hours from the deadline we are discussing a range of options both internally and with our P5+1 partners (six powers)," a senior State Department official said on condition of anonymity, which was reported by media


Netanyahu warns France that recognizing Palestine would be ‘grave mistake’

Israel’s Prime Minister Benjamin Netanyahu has cautioned French parliamentarians against recognizing the Palestinian state in a vote scheduled for December 2. "The State of Israel is the homeland of the Jewish people, the only state that we have, and the Palestinians demanding a state do not want to recognise the right to have a state for the Jewish people," said the Likud politician in Jerusalem. The December vote is symbolic, but follows an official recognition of a Palestinian state from Sweden.


Tunisians head to polls in first democratic presidential elections

In a historic first since the 2011 revolution that ended the one-party rule of Zine el-Abidine Ben Ali, Tunisians will have a democratic choice among a number of presidential contenders. Out of a field of some 30 candidates, Beji Caid Essebsi of the Nidaa Tounes secular party, and the current president, Moncef Marzouki, are leading in the polls. However, observers predict a tight race that could lead to a runoff election in December. Final results of the polling will be released in 48 hours.

​Iran: final nuclear deal “impossible” by Nov 24

Iran says the deal on its nuclear program with six world powers “will be impossible” to reach by the previously agreed deadline, November 24, the Iranian Students News Agency (ISNA) reported, citing an unnamed member of Iran's negotiating team in Vienna. "The issue of extension of the talks is an option on the table and we will start discussing it if no deal is reached by Sunday night," the person added. The talks, which have lasted for more than a year between Iran and the US, Russia, the UK, France, Germany and China, focus on Iran’s nuclear ambitions - the country’s uranium enrichment capacity and the lifting of the sanctions pressed against Tehran over its nuclear program.


Former DC Mayor Marion Barry dies aged 78

Former four term District of Colombia Mayor Marion Barry has died at the age of 78 due to complications from diabetes and high blood pressure. First elected to the mayoral post in 1978, Barry had roots in the civil rights movement. His career, however, was overshadowed by a 1990 arrest after he was caught on camera smoking crack cocaine. Although he decided to drop out of the mayoral race that year, he made a comeback in 1994, being elected to the post one more time and serving out a final four-year term. He was also successfully elected to the DC Council representing Ward 8 in 2004, although he continued to battle drug and tax charges through the remainder of his career.


​Train with MH17 wreckage heads to Kharkov

The train carrying the wreckage of Malaysia Airlines plane (MH17) has left eastern Ukrainian town of Torez, where it crashed in the Donetsk region on July 17, for the city of Kharkov. From there it will be heading to the Netherlands, RIA Novosti reports. The wreckage is being carried in 11 open carriages and one closed wagon (for smaller fragments).The staff from the Netherlands Security Council, Dutch police officers, OSCE experts and six members of the self-defense forces are escorting the train.


US to arm Sunni rebels in Iraq with AKs, RPGs, mortars

The US has decided to arm Sunni tribesmen in Iraq for the purpose of fighting Islamic State militants stationed in the Anbar province, Reuters reports. AK-47s, grenade launchers and mortar rounds have received Congressional approval for delivery. A total of $24.1 million will be spent as part of a much larger $1.6 billion effort proposed for the training and arming of the country’s armed forces, as well as elements of the Kurdish resistance. The Pentagon has underscored the importance of the strategy to Congress, as an essential step to stopping the onslaught of IS extremists.

​ISIS massacre 25 Sunnis in Anbar province

Islamic State militants have killed 25 members of a Sunni tribe during their assault on a village near Ramadi, capital of Iraq's Anbar province. Local officials told Reuters that corpses of the men from the Albu Fahd tribe were found after the army launched a counter-offensive on Saturday against ISIS. Local tribal leaders fears more dead will be found as the bodies were scattered around with no signs of weapons next to them, suggesting they were not killed during fighting.

'Big gaps' remain in Iran nuclear negotiations – Kerry

US Secretary of State John Kerry has said that there are still large areas of disagreement in negotiations over Iran’s nuclear capabilities take place as the deadline of November 24 approaches. “We're working hard,” Kerry said ahead of a meeting with German Foreign Minister Frank-Walter Steinmeier, Reuters reported. “We hope we're making careful progress, but we have big gaps, we still have some serious gaps, which we're working to close.” Iran, the United States, Britain, France, Germany, Russia and China began the final round of negotiations on a nuclear deal on Tuesday.

​550 Germans have joined ISIS – Berlin

At least 550 German citizens have joined Islamic State militants in Iraq and Syria, Interior Minister Thomas de Maiziere told German television channel Phoenix. "We estimate 550. Just a few days ago we had 450," he said,"These young people... were radicalized in Germany, within this society. That's why prevention must be accompanied by suppression.” He added that most of them are men, but several women have also travelled to conflict zones.

Go Green Drive by Cadets on The EVE of NCC Day

To commemorate the 66th Anniversary of National Cadet Corps, 150 cadets from NCC Directorate, Delhi undertook tree plantation in the Asola Wild Life Sanctuary, Chhatapur yesterday. The tree plantation drive was carried out in co-ordination with 132 TA Bn (Eco) RAJPUT.
DG NCC Lt Gen Aniruddha Chakravarty alongwith other senior NCC Officers and staff also participated in the drive and interacted with the cadets.  This plantation drive will further increase the green expanse of Delhi which is the need of the day. 

NCC has been actively involved in Social Service and Community development programmes which include cleanliness drive, Blood Donation Camps, Adult Education, Cancer Awareness, Pulse Polio and AIDS Awareness, etc. The “Swachh Bharat Abhiyaan” has been recently added to the training curriculum of the NCC which envisages 100 hours of “Shram Daan” every year.

(Vishnu Ravi Shankar) Nashik, 23-24 November 2014: The Maharashtra boys squared off against Haryana in the last game of yesterday evening. It was a fast-paced encounter with both teams applying similar run-and-gun styles of play. It was neck-and-neck at half, but Maharashtra had a huge third quarter and managed to suppress a comeback from Haryana to come away with a 84-73 victory. Earlier in the evening, the Madhya Pradesh boys’ team dominated against Tamil Nadu with a comfortable 87-65 victory. In the lower pool games yesterday, the Punjab boys remained undefeated picking up a 68-29 victory against Uttarakhand. We need new skills for a new world Director-General tells young people in New Delhi 
New Delhi, 25 November – The need for inclusive and innovative education was the key themes of the inaugural UNESCO MGIEP (Mahatma Gandhi Institute of Education for Peace and Sustainable Development) Distinguished Lecture, presented by UNESCO Director-General Irina Bokova in New Delhi today.
The event was attended by pupils from several New Delhi schools, university students, representatives from academic and research institutions, dignitaries from the government and non-government organisations, and international diplomatic missions.
Prof Anantha Kumar Duraiappah, Director, UNESCO MGIEP welcomed the DG on her first visit to the Institute and emphasised the important role of transformative education in the Post 2015 Global Development Agenda. “Education alone can build the foundation of a sustainable and peaceful world, education alone can transform human approach to the world around,” he said.
“Real sustainability goes beyond the reach of States,” Ms Bokova said. “it must be grounded in the rights and dignity of every woman and man, in their abilities, skills and behaviours, in their capacity to transform their lives, anticipate the future, make the most of change.”
“This starts with education,” she said, along with stronger policies, especially towards marginalized populations, to ensure that nobody misses out.
“Societies can be healthy, and governments can be effective, only if they are inclusive, if they bring every citizen together – every woman and man, all young people, especially the most marginalized,” she added.
The Director-General underscored the special relationship between UNESCO and India, which, she said,  is entering into a new phase with “an ever sharper focus on the power of education,” as a means of overcoming growing inequalities and achieving sustainable societies.
To this end, the Institute “can make a decisive contribution” said the Director-General. “I am convinced the Mahatma Gandhi Institute of Education for Peace and Sustainable Development is a model platform for the innovation that all societies need today, to foster new skills for new times. The future will be built here and on the benches of schools,” Ms Bokova concluded.
The UNESCO MGIEP was founded in November 2012, with the aim of mobilising youth to promote and foster greater understanding of peace, sustainable development and global citizenship through formal and non-formal teaching and learning. It is the first such UNESCO institute in India and the first in the Asia-Pacific region.

Thank you, Nepal, for your warm hospitality once again.
Greetings to the Observer countries present here.
This is my first SAARC Summit. But, this is the second time I am meeting most of you together. I stepped into the office with the greetings of the entire world. But, what moved me, dear colleagues, was your personal presence, with the good wishes of one-fourth of humanity. Because the future I dream for India is the future I wish for our entire region.
The last Summit was three years ago. Only two of us here were present in Addu. Even Prime Minister Sheikh Hasina has come here after her re-election. President Rajapaksa will soon go into one and I wish him good luck. I especially welcome our newest colleague, President Ghani.
Ours is a region of thriving democracy; of rich inheritance;the unmatched strength of youth; and, a strong thirst for change and progress.
In the last few months, I have travelled around the world. From the middle of the Pacific, to the southern coast of Atlantic Ocean, I see a rising tide of integration. And, negotiations on major trade agreements such as Regional Comprehensive Economic Partnership, the Trans Pacific Partnership and the Trans Atlantic Trade and Investment Partnership.
Because the barriers of boundaries inhibit progress; international partnerships add speed to it. Because, in the life of an individual or a nation, a good neighbourhood is a universal aspiration.
Where does South Asia wish to stand in this world?
Nowhere in the world are collective efforts more urgent than in South Asia; and, nowhere else is it so modest. Big and small, we face the same challenges- a long climb to the summit of development. But, I have great belief in our boundless potential; and, confidence – that comes from the many inspiring stories of innovation and initiative in each of our countries. There is much to learn from each other; even more – to do together.
That was the vision and aspiration that brought us together as SAARC 30 years ago. We have travelled a long distance together since then. We have an agreement, an institution or a framework of cooperation in every field. We also have many successes.
Yet, when we speak of SAARC, we usually hear two reactions – cynicism and scepticism. This, sadly, is in a region throbbing with the optimism of our youth.
Today, less than 5% of the region’s global trade takes place between us. Even at this modest level, less than 10% of the region’s internal trade takes place under SAARC Free Trade Area.
Indian companies are investing billions abroad, but less than 1% flow into our region.
It is still harder to travel within our region than to Bangkok or Singapore; and, more expensive to speak to each other.
How much have we done in SAARC to turn our natural wealth into shared prosperity; or, our borders into bridgeheads to a shared future?
Yet, South Asia is slowly coming together. India and Bangladesh have deepened their links through rail, road, power and transit. India and Nepal have started a new era of cooperation in energy; and, India and Bhutan are making those ties stronger by the day. With Sri Lanka, we have transformed trade through a Free Trade Agreement. We will soon launch a new arrangement to meet Maldives’ need for oil. Distance and difficulties have not held back India and Afghanistan. And, bus and train sustain contacts between people in India and Pakistan We have given five South Asian partners duty free access to 99.7% of their goods and prepared to do more with others.
For India, it has been a privilege to provide assistance of nearly 8 billion U.S. dollars in South Asia over a decade.
It may not seem a great amount in these times, but we are grateful for the opportunity to have made a difference to the lives of a few brothers and sisters in our region.
Each of us has taken our own initiatives. However, as SAARC we have failed to move with the speed that our people expect and want. Some argue that it is because of the region’s development gap. But, that should actually spur us to do more. Or, is it because we are stuck behind the walls of our differences and hesitant to move out of the shadows of the past?
This won’t resolve our differences, but will certainly deprive us of opportunities. Today, goods travel from one Punjab to the other Punjab through Delhi, Mumbai, Dubai and Karachi – making the journey eleven times longer and the cost four times more.
India, too, has its share of responsibility –because of our size and location. I know that many of your goods, too, have to do a Parikrama of India to reach their destinations.
Just think of what we are doing to our consumers – and to our environment! We must shrink the distance between our producers and consumers and use the most direct routes of trade. I know India has to lead, and we will do our part.I hope, each of you will, too.
Infrastructure is our region’s greatest weakness and it’s most pressing need. When I thought of coming to Kathmandu by road, it made many officials in India nervous. Because of the condition of roads at the border! Infrastructure is my greatest priority in India. And, I also want to set up a Special Purpose Facility in India to finance infrastructure projects in our region that enhances our connectivity and trade.
We speak of ease of doing business in India. Let’s extend this to our region. I promise to ensure that our facilities at the border will speed up, not slow down, trade. Let’s all make our procedures simple, our facilities better, our standards common and our paper workless burdensome. India will now give business visa for 3-5 years for SAARC. Let’s make it even easier for our businesses through a SAARC Business Traveller Card. Excellencies, India has a huge trade surplus with SAARC countries. I believe that this neither right nor sustainable. We will address your concerns and give you a level playing field in India. But, I encourage you to attract Indian investments to produce for the Indian market and create jobs for your youth. I also look to a future when your companies can easily raise funds in India for investments at home; and, when we have cross-border industrial corridors, so that we can take advantage of the natural synergies and connected lives in our Border States.
I also believe that if we can light up each other’s towns and villages, we can build a brighter tomorrow for our region. Or, face a future when someone looks down at us from Space, and says that this is world’s darkest corner. Let us treat electricity as a commodity like any other that we invest and trade in. India will fully support these initiatives in the region. We should also think with ambition to use solar energy and micro grids to quickly provide clean power to villages across the region.
Our relations become stronger when we connect the lives of the ordinary citizens of our countries. That is why connectivity and services by rail and road are so important. We should also connect ourselves more by air. We will not only make a difference to the lives of our people, but also promote tourism in the region We should use the strength of shared heritage and our diversity to encourage tourism within our region, and present South Asia to the world. We could begin with the Buddhist circuit, but we don’t have to stop there.
As we seek to build bridges to prosperity, we must not lose sight of our responsibility to the millions living without hope. We must work with our compassion of our hearts, but also with the power of science.
In the area of health, India will meet the shortfall in funds to establish the SAARC Regional Supra Reference Laboratory for TB and HIV. We offer the five-in-one vaccine for the children of South Asia. We will support monitoring and surveillance of polio-free countries, and provide vaccines where it might reappear. And, for those coming to India for medical treatment, India will provide immediate medical visa for the patient and an attendant.
Information technology has removed all barriers to quality education. India is prepared to connect our South Asian students through online course and E-libraries. When we set up India’s National Knowledge Network, we will be happy to extend it to the SAARC region. The dream of a South Asian University has become a reality in New Delhi. But, to be truly South Asian, it must also have partnerships with at least one university in each SAARC country.
Excellencies,
India’s gift of a satellite for the SAARC region will benefit us all in areas like education,telemedicine, disaster response, resource management, weather forecasting and communication. We will also host a conference in India for all South Asian partners next year, to strengthen our collective ability to apply space technology in economic development and governance. And, we plan to launch our satellite by the SAARC Day in 2016.
As neighbours, we should also be together in good and bad times. India’s capability and expertise in disaster management will always be available to South Asia. Equally, as we reach out to Indians caught in conflicts and disasters around the world, we will also be there for all our South Asian citizens.
Excellencies, a prosperous SAARC needs the strong foundation of a secure South Asia. If we are sensitive to each other’s security, and the lives of our people, we will deepen friendships, spur cooperation and advance stabilityin our region.
Today, as we remember the horror of the terror attack in Mumbai in 2008, we feel the endless pain of lost lives. Let us work together to fulfil the pledge we have taken to combat terrorism and trans-national crimes.
For India, our vision for the region rests on five pillars – trade, investment, assistance, cooperation in every area, contacts between our people – and, all through seamless connectivity. This is the call of our times. This is the age of social media, where boundaries matter little. There is a new awakening in South Asia; a new recognition of inter-linked destinies; and, a new belief in shared opportunities.
The bonds will grow.
Through SAARC or outside it.
Among us all or some of us.
We can all choose our paths to our destinations. But, when we join our hands and walk in step, the path becomes easier, the journey quicker and the destination closer.
I say this as much to my government and people, as I say to you.
We are meeting in the lap of Himalaya, which has nurtured us through the ages. Today, it is calling us to act.
Let us work to change cynicism into optimism.
Let us turn South Asia of flowering hope into a rich field of peace and prosperity.

(Vishnu Ravi Shankar) Nashik, 25 November 2014: On the morning of Day 3, the West Bengal and Haryana girls won their qualifying matches against Odisha and Telengana respectively to move to the upper pool. The Assam and Chandigarh boys also moved to the upper pool with wins against Punjab and West Bengal respectively, who were knocked out of the tournament.

Later in the day, the upper pool league matches involved an overtime thriller between the Tamil Nadu and Haryana girls. Both teams were tied at the end of regular time 75-75, resulting in an extra five minutes of basketball. Tamil Nadu held their nerve in overtime to scrape through with a 82-81 win. T. About the 41st Sub-Junior National Basketball Championship

The Sub-Junior National Basketball Championship is an annual national tournament for U-14 boys’ and girls’ teams from states across India. The Nashik District Basketball Association and the Maharashtra State Basketball Association under the aegis of the Basketball Federation of India and IMG-Reliance are conducting the 2014 tournament on the two wooden courts at the Meenatai Thakare Indoor Stadium here in Nashik. The tournament will be conducted over a period of 7 days from the 22nd to the 28th of November 2014. This year’s tournament is witnessing the participation of 27 boys’ teams and 25 girls’ teams from various states of the country. The 2013 version tournament was conducted in Patna, Bihar. Ferguson grand jury decided it will not bring criminal charges against officer Darren Wilson, he shot and killed unarmed black teenager Michael Brown. The city is bracing for potentially huge demonstrations in the wake of the decision.
Darren Wilson shot the 18-year-old on 9 August in Ferguson, Missouri thus give rise to igniting  weeks of  people at large to have gathered across the US. Female suicide bombers kill 78 in Nigeria

In Nigeria, Suicide attacks by two female bombers at a crowded market in northern Nigeria’s Maiduguri city have killed 78 people, medical officials say. The twin bomb blasts, thought to have been carried out by female suicide bombers, hit a market in Maiduguri, the capital of Borno state yesterday. After the first explosion happened and people started to gather, a second explosion took place.
Soldiers and police officers cordoned off the area while rescue workers helped survivors to the hospital. No official statements have been issued yet. Government and security sources told that Boko Haram had taken over another town in Nigeria’s northeast.

Record turnout in J&K assembly poll, high polling in Jharkhand
Jammu and Kashmir on Tuesday registered a record 71.28 percent turnout in the first phase of incident-free Assembly elections when people ignored boycott calls by separatists and cold conditions to cast their votes in 15 constituencies.
Jharkhand also recorded a high turnout of nearly 62 percent in the 13 Naxal-affected constituencies in the opening phase of the five-phased polls in both the states.In J & K, a 61.23 per cent voter turnout was recorded in the 2008 Assembly polls for these 15 seats–6 in Jammu division, 5 in Kashmir Valley and four in Ladakh. Today’s polling was spread over seven districts.
The overall turnout in the state in the Assembly elections in 1996 and 2012 was 53.92 per cent and 43.69 per cent respectively.
“Polling has gone off absolutely peaceful without any incident. It was 100 per cent flawless polls and there was not a single incident which vitiates poll process,” Deputy Election Commissioner Vinod Zutshi told reporters in Delhi.
Dealing a serious blow to separatist politics, thousands of voters had lined up before polling stations. Nearly 10.52 lakh voters were eligible to vote.
Separatist groups like all the factions of Hurriyat Conference and JKLF have called for a boycott of the polls and a general strike as well in the state which has been affected by militancy for over 25 years.
A total of 123 candidates including seven ministers were in the fray with the ruling coalition partners National Conference and Congress and the Opposition People’s Democratic Party(PDP) and BJP fighting for the spoils.
In five Kashmir Valley constituencies, two in Ganderbal district recorded 68 per cent turnout — an increase of 13 per cent from 2008 assembly polls — while three in Bandipora district recorded 70.30 per cent, registering an increase of 11 per cent.
Sonawari consituency in the Kashmir Valley recorded a turnout as high as 80.10 percent.
A total 61.92 per cent votes were cast in 13 of the 81 assembly seats in Jharkhand as the polling in the Maoist-hit state passed off by and large peacefully.
The percentage (of votes) could be updated later, an official with the Election Commission here said.
The constituencies which went to polls in Jharkhand today are Chatra(SC), Gumla (ST), Bishunpur (ST), Lohardaga (ST), Manika (ST), Latehar (SC), Panki and Daltonganj, Bishrampur, Chhatarpur (SC), Hussainabad, Garhwa and Bhawanathpur.
In six seats of Jammu division, two constituencies in Doda district recorded a turn out of 76 per cent while it was 70 per cent each for the four seats in Kishtwar and Ramban districts.
While there was increase of eight per cent in Doda district and nearly four per cent in Ramban district, Kishtwar district recorded a drop of over three per cent.
The four constituencies of Ladakh region, which normally witnesses high voter turnout, marked a decrease in number of voters exercising their franchise.
In two constituencies of Leh district, the turn out was 57 per cent, down from 61.88 per cent in 2008 assembly polls and substantially down from 68.23 per cent registered during the Lok Sabha polls earlier this year.
In Kargil district, 59 per cent voters cast their votes against 72.90 per cent in 2008 elections.
Early morning chill and fog failed to dampen the spirits of the voters who had assembled at the polling stations an hour before the scheduled start of voting.
The voting time had to be extended in several polling stations to allow those voters, who were already inside the polling station premises, to cast their votes.



115 terrorist groups busted in China

The campaign was launched after a deadly attack in the regional capital of Urumqi in May that left 31 dead and 94 injured. Authorities say some 52 people have surrendered to police.



Hong Kong: 116 arrested in clashes with pro-democracy protesters

Police in Hong Kong say more 116 people have been arrested overnight in clashes with pro-democracy protesters. The unrest came as the authorities, acting on a court order, began dismantling a protest camp in the Mong Kok commercial district. Hongkong police has initiated the removal of pro-democracy protesters this began peacefully on yesterday but spiralled into violence overnight as protester numbers swelled. Protesters fought running battles on the streets around Nathan Road, with police using batons and pepper spray. Hence the Student protest organizers were reportedly arrested in Hong Kong on today, as police cleared out a protest site in Mong Kok district, according to student groups’ social media reports. Protest leaders Joshua Wong and Lester Shum were taken into custody as reported in E channels. Further news came as Hong Kong police cleared out barricades and tents from Mong Kok district the site of pro-democracy rallies



18th SAARC Summit begins in Kathmandu

The two-day 18th South Asian Association for Regional Cooperation has started in Kathmandu, today, with an agenda to improve connectivity among member states for boosting trade, collectively fighting the poverty and illiteracy. The theme of the summit is ‘Deeper Regional Integration for Peace and Prosperity’. The inaugural session was formally inaugurated by Nepal Prime Minister Mr. Sushil Koirala in the presence of all heads of government from seven other member countries. The outgoing Chairperson of SAARC, President of Maldives, Mr. Abdulla Yameen handed over the chairmanship of the present SAARC Summit to Mr. Koirala. The Summit is going on as heads of government of member nations are addressing it.
Modi said on Tuesday on his second visit to the Himalayan country in 100 days as both sides inked nine agreements, further cementing their close ties.
Modi, who in his departure statement said the fact that he was visiting Nepal twice in the six months since he took over “reflects the importance we attach to our unique and special relations with Nepal”, also held delegation-level talks with his Nepali counterpart Sushil Koirala.Modi, who is here to attend the 18th SAARC Summit, urged Nepal to frame its much-awaited constitution early and on the basis of consensus.
Addressing a gathering during handing over of a 200-bed trauma centre built by India, Modi said writing the constitution was “taking too much time” and urged Nepal to finish the work on the basis of consensus and not majority.
He said the constitution should be like a bouquet, with each flower representing each strata of the Nepali society – the Madhesis, the Maoists and Pahadis – providing them rights.
Modi said India will not interfere and has never interfered in Nepal’s affairs, but added that “Nepal’s happiness is reason for us to smile, so write it fast”.
Political parties have set Jan 22 as the deadline to draft the constitution.
The trauma centre has been built by India at a cost of Rs.1.5 billion in the city’s Bir Hospital, the oldest medical facility in the country.
Among the dozen agreements inked was one for project development agreement (PDA) for the Arun III Hydropower project.
Both sides also kicked off a Kathmandu-Delhi bus service being run by the Delhi Transport Corporation (DTC).
Modi also handed over the keys of a Dhruv Advanced Light Helicopter to the Nepali army and a mobile soil testing laboratory to the country.
He said a “lot of trust” has been put into their bilateral relations.
A “big horsepower engine” of trust has been fitted into their relations in the 100 days since his last visit to Nepal in August, he said.
Referring to his decision not to visit Lumbini, the birthplace of Lord Buddha, as well as Janakpur and Muktinath, which both Hindus and Buddhists hold as sacred, Modi said it was due to paucity of time.
“This time, I was keen to go by road because I wanted to see the difficulties the people of Nepal and Indians on that side face and help mend matters. But due to shortage of time, I could not do it,” he said.
The prime minister said he was aware of the disappointment of the people in the three places and assured them that he will visit them in the near future.
He said the bilateral decisions that were stuck for the past 25 years were now being pushed forward.
“Between my first visit, and my second, decisions have been taken to change lives in Nepal, and give happiness to India,” the prime minister said.
Modi said the hydropower projects – Pancheshwor, Upper Karnali and Arun III – that were stuck for many years have been pushed forward and that all the Nepal parties have shown farsightedness in backing the projects with India.
He said a new electricity transmission line was being set up between the two countries.
“One new transmission line of 1,000 MW is being installed, and Nepal will light up,” he said.
Modi said the $1 billion line of credit which he had announced during his last visit was being finalised.
Both countries also inked the Motor Vehicles Act that would allow regular bus service between the two nations.
The other agreements and memoranda of understanding (MoUs) inked include on setting up of a Nepal Police Academy, on tourism and traditional medicines, Sister City Agreements between Janakpur and Ayodhya, Kathmandu and Vanarasi, and Lumbini and Bodhgaya.
Modi later called on President Ram Baran Yadav at his office in Sheetal Niwas.
The Indian prime minister also held a meeting with leaders of the largest party Nepali Congress at Soaltee Hotel, where he is staying, as well as with members of other political parties.

“I also wish to emphasise the importance of the role of SAARC observers. SAARC can benefit from its interaction with them. The gap between promise of SAARC and reality of its accomplishments needs to be breached. We should build on convergences and minimise divergences and most of all seek to augment complementarities for the greater good of the people of the region,” he said.
China, a observer in the grouping, has been pushing for getting a permanent membership of SAARC.
However, India’s position has been that SAARC should enhance cooperation among the existing members before considering its expansion.
Nepalese Prime Minister Sushil Koirala had yesterday said that the member nations should talk about China’s membership.
In his address, Sharif said the member countries should enhance cooperation in combating various challenges including that of energy security, poverty, unemployment and called for addressing the issues unitedly.
“My vision for our region is a dispute free South Asia where instead of fighting each other, we jointly fight poverty, illiteracy, disease, malnourishment and unemployment. We should investment to unleash their creativity, talent and enterprise. We need our bond of trusts so that we can solve our problems,” Sharif said.
Referring to recent floods in the region, he said there was a need for sharing of hydrological data among the member countries.
Calling for greater cooperation, Sharif said SAARC must capture imagination of its people.

Sub: Complaint for investigation concerning abuse of office & criminal misconduct by CBI Director Mr. Ranjit Sinha

The instant complaint concerns the rampant abuse of office and criminal misconduct by Mr. Ranjit Sinha as the CBI Director.

CBI is the premier investigation agency in the country and millions of people have reposed their faith in the institution. The Supreme Court and the High Courts in India have also reposed their faith in the CBI by entrusting it with the investigation of major scams and important cases.

CBI has been investigating several important cases like the 2G spectrum allocation scam, coal block allocation scam, Karnataka mining scandal etc. As head of the CBI, Mr. Ranjit Sinha was taking several important decisions in these important cases relating to whether a chargesheet should be filed, who should be prosecuted and for what offence, who should be arrested, what should be the line of investigation, how should the CBI conduct its cases in courts etc.

Now the evidence has surfaced, that Mr. Sinha deliberately tried to save certain influential persons from prosecution in the 2G scam, coal scam etc by abusing his position as the CBI Director.

It has also now come to light that while Mr. Sinha was abusing his authority to save certain persons from prosecution, he was meeting accused/potential accused (or their agents/lawyers) in important cases being investigated by the CBI, repeatedly at his residence without the presence of other CBI officers.  The entry register of 2013 and 2014 maintained at the gate of the official residence of the CBI Director Mr. Ranjit Sinha, i.e. 2, Janpath, New Delhi shows that he was having meetings, several of them late at night, at his residence, without any of the investigation officers being present, with several accused persons in prominent cases like 2G scam, coal scam, and with hawala operators like Mr. Moin Qureshi. A copy of the aforesaid register is annexed as Annexure A.

The entry register shows that top officials of the Anil Dhirubhai Ambani Group (ADAG) have met Mr.Sinha quite frequently in the last 15 months, by one count, 50 times at his official residence. These two officials appear to be Tony Jesudasan (PR Manager and director in several ADAG companies)and AN Sethuraman (group president of ADAG). The cars in which they arrived at Sinha’s residence are reportedly registered in the name of ADAG. These visits happened contemporaneously with the developments of Mr. Sinha attempting to destroy the CBI’s prosecution case against accused Reliance and its 3 officers. The fact that Mr. Sinha met these two individuals of the Reliance ADAG at his residence has been admitted by Mr. Sinha in several interviews.

There are visits by several coal scam accused like Vijay Darda and Devendra Darda that happened while Mr. Sinha was trying to close coal scam cases against them. There are entry records of several accused or their agents/lawyers who are the subject matter of CBI investigations. The aforesaid entry register of Mr. Sinha’s residence runs into hundreds of pages and contains thousands of hand-written entries. The entries contain specific details including the name of the visitor, date & time of visit and the vehicle number, which can easily be verified by any investigation. The authenticity of the register can be easily verified by an investigation and the guards posted at the gate of Mr. Sinha’s official residence can be questioned.

Interfearence in the conduct of 2G investigations and prosecutions
Mr. Sinha made repeated attempts to jeopardize the CBI’s prosecution case against accused M/s Reliance Telecom, its accused officials Mr. Gautam Doshi, Mr Hari Nair, Mr. Surendra Pipala, as well as the case against M/s Swan Telecom, Mr. Shahid Balwa and Mr. Vinod Goenka. CBI has filed a chargesheet in April 2011 against M/s Reliance and its 3 top executives for creating a company M/s Swan Telecom, through a maze of shell companies, out of about Rs 1000 crore of Reliance’s funds. Reliance was ineligible to apply since it was already a license holder. Therefore, it created Swan which then applied for license and was favoured by the then telecom minister Mr. Raja for allocation of telecom license and 2G spectrum. At the time of applying, the company has to state in the application form that it does not hold any existing telecom license, which M/s Swan falsely stated.

The Special Court, exclusively dealing with 2G scam cases, was pleased to take cognizance of the said chargesheet and was pleased to frame charges against all the accused. That six accused in the matter who are currently undergoing trial (which is at an advanced stage of defence evidence) filed individual petitions seeking quashing of the charges against them in the Supreme Court. In reply to these petitions, a single consolidated counter affidavit was filed by the CBI in the Supreme Court on 04.03.2014. This affidavit was settled by Shri U U Lalit, then Special Public Prosecutor appointed by the Supreme Court.

Despite the fact that CBI had already filed affidavit in the Supreme Court, a decision was taken by the CBI Director that the consolidated counter filed by the CBI requires “reconsideration” and separate replies for each individual petition be filed by the CBI. An application was drafted by CBI to be filed in the Supreme Court to seek more time to file six separate affidavits. The aforesaid draft application was communicated to Shri Lalit vide communication dated 01.04.2014. The said communication reads: “As you are aware, in complicance of order dated 21.01.2014 of Hon’ble Supreme Court of India, a consolidated counter affidavit was filed by CBI through undersigned on 04.03.2014… After filing of said consolidated counter affidavit the matter was reconsidered in CBI and the competent authority has now decided to file separate counter affidavits in respect of each of the 6 petitions.” No explanation was provided in the communication as to what suddenly necessitated the filing of separate affidavits since a consolidated affidavit had already been filed which was settled by Shri U U Lalit.

To the above communication, it is learnt that Shri Lalit responded by stating: “I am firmly of the view that it is not at all necessary for CBI to make a request for time to file separate affidavits. The common counter affidavit filed is good enough to take care of the matters in issue.” It is learnt that Shri Lalit informed the CBI that since the 2G matters were not listed for hearing, so in the meantime CBI may prepare drafts of the proposed separate counter affidavits, as long as they are consistent with the consolidated reply already filed.

Vide letter dated 24.06.3014, the CBI supplied copies of two draft counter affidavits to Shri Lalit by stating that “Competent authority in CBI has approved draft separate parawise replies to each petition. Draft parawise replies to WP(C) No. 205/2013 and WP(C) No. 17/2014 filed by Shahid Balwa and Gautam Doshi respectively, duly approved by the Competent Authority in CBI, are attached herewith for your kind perusal, vetting and settling the same.

The said draft affidavits, shockingly, completely reverses the stand the CBI has taken in its chargesheet and before the trial court. CBI in that affidavit stated that since Swan was sold off by Reliance to Mr. Balwa after the date of application and before the license was granted, therefore, Swan was eligible on the date license was granted. This kind of dishonest affidavit, which would mark a reversal of CBI’s stand, would have possibly saved Reliance, its officers, Mr. Balwa etc. from being convicted. Paragraphs 24.24 to 24.27 of draft counter in WP(Crl) 205/2013 and paragrpah 24.35 of draft counter in WP(Crl) 17/2014 point to clear attempt to destroy their own case against Reliance and other accused. It is clear that the CBI tried to admit the very case of the accused raised in their defence in order that they may be shielded from criminal liability.

Shri Lalit, realising the full import of the CBI filing the proposed affidavits, categorically stated the proposed affidavits “should not be filed at any stage under any circumstances”. Shri Lalit highlighted the fact that the proposed affidavits were contradictory to the CBI’s own chargesheets and stated that “any such attempt will tantamount to weakening the case of the Prosecution in a fundamental way”. He further sought answer to the following questions: “A. Who has drafted these aforesaid paragraphs? B. Under what authority could the matter be attempted to be reconsidered? C. Which provision of law empowers such reconsideration at this stage? D. Once the chargesheet is filed with the assessment of the Department, as regards facts in issue, the public prosecutor takes over the matter and it is for him to present the matter before the Court. Having projected the view as stated in the chargesheet up to the stage of examination and closure of prosecution evidence, will it be right and justifiable for the Director/Department to reconsider the matter? E. Will such an act not impinge upon the independence of the investigating officer as bestowed upon him by the Code of Criminal Procedure?

Shri Lalit then categorically stated: “On merits, in my considered view, the alleged re-assessment is complete misconceived. At best, it may be the individual opinion of a person. What weightage can be given to such view-point? In the given circumstances, in my view, no weightage can be given to such a point of view. Under the circumstances, you are directed not to attempt any such filing of separate replies. For the purposes of the present matters, the consolidated reply filed earlier is more than sufficient. Please treat the matter as closed. Needless to say, you are not to file any such separate replies without consultation with and approval of the Special Public Prosecutor.

Even more shockingly, on 22.07.2014, the CBI Director entered a noting in response to Shri Lalit’s letter stating that since Shri Lalit is being appointed as a Judge of the Supreme Court, CBI would “rake up” the issue after he is so appointed. The Director CBI has admitted the aforesaid paragraphs, objected to by Shri Lalit, are “extracts of my notings from the case file”. He has recorded: “The Ld. Spl P P, however, has not opined whether the facts contained in draft counter-affidavits are relevant or otherwise. Instead, issues have been raised which affect the basic functioning of the CBI and the authority of the Director. Be that as it may, since he has directed the CBI not to file any affidavit with facts which may affect the case in a fundamental way, we may not agitate this issue any further at the moment. We may consider raking up this matter in the interest of justice when the new Spl P P is appointed by the Hon’ble Apex Court shortly.

The Director CBI entered a noting on 15.05.2014 in a file entitled ‘Madras High Court Matter’ directing the investigation officers to submit a detailed report on eight issues. The issues, raised by the Director are precisely the issues raised by Reliance and other accused in their defence. These issues concern with the fact whether Tatas had complied with their roll-out obligations for their CDMA service before applying for Dual Technology licence. The CBI has chargesheeted Mr. Raja for favouring Reliance by granting them the dual technology license while delaying the same for Tatas. The accused in their defence have argued that Tatas were guilty of non-fulfillment of their rollout obligations, though the same is only a contractual violation and not a criminal offence.

The above course was strongly objected to by both the DIG Shri Rastogi and the investigation officer Shri Vivek Priyadarshi. Both have repeatedly recorded serious reservations about reopening the investigation on the points being raised by Reliance and other accused before the trial court. Both pointed out that the trial is at an advanced stage of the defence evidence, and the CBI has repeatedly submitted that all investigation in the above matter has been completed. They also pointed out that the matter had earlier been closed with the approval of the previous Director CBI and any reopening of this line of investigation would have serious negative repercussions on the trial. However, when this file was put up to the Director CBI, he overruled the investigation officers and directed detailed investigation into the issues. DIG Shri Rastogi then stated that since he did not agree with this line of investigation, he be allowed to recuse himself from the case.

DIG Shri Santosh Rastogi had asked to be relived from the investigations as the CBI Director was repeatedly trying to destroy the case. After this, Shri Rastogi was transferred out of the 2G case investigations by the CBI Director because of the firm stand taken by him, as highlighted above. This was done despite the fact that Supreme Court had directed the CBI not to make any change in the composition of the 2G investigation team. Moreover, the Director CBI initiated disciplinary proceedings against Shri Rastogi and ordered that a cautionary note may be issued to the officer.

Mr. Sinha also made repeated attempts to delay the case against former telecom minister Mr. Dayanidhi Maran. CBI had developed a water-tight case against Mr. Maran for favouring M/s Aircel after it was bought over by M/s Maxis by granting it several licenses which were refused earlier. CBI had found a money trail in which a whopping Rs 650 crores were invested by M/s Maxis to buy shares at a hugely inflated price in a new company called Sun Direct Tv owned by Mr. Maran’s brother. All the investigation officers had opined that a chargesheet must be filed. However, Mr. Sinha referred the matter for the opinion of the Attorney General even without taking the opinion of the Director of Prosecution (in violation of the CBI manual). This led to considerable delay and ultimately the Attorney General refused to give his opinion saying there is no difference of opinion in terms of CBI manual. The matter was then referred to the Director of Prosecution who also said that chargesheet ought to be filed in the matter. Mr. Sinha then raised doubts about the sustainability of the entire case and again referred the matter for the opinion of the Attorney General citing difference of opinion on the need for filing a chargesheet. This time the Attorney General gave a strong opinion in favour of filing a chargesheet. Having been left with no option, Mr. Sinha then approved filing of a chargesheet.

The above sequence of events have been verified by the Special Public Prosecutor in the 2G cases Shri Anand Grover by examining all the CBI’s internal files. Based on Mr. Grover’s report, the Hon’ble Supreme Court has on 20.11.2014 directed Mr. Sinha not to interefere in 2G investigations and trial and to recuse himself from the case. A copy of the said order dated 20.11.2014 is annexed asAnnexure B. The report submitted by Shri Grover can be obtained by the ACB from him.

Interference in the Coal Scam investigations
As the coal investigations progressed, it came to light that Mr. Sinha, along with a few other senior officers of the level of the Joint Directors, was repeatedly overruling the investigation officers and forcing them to not to register FIRs/RCs in cases where PEs had been registered. He even forced them to file closure reports in cases where FIRs had already been registered.

Faced with such a situation, the Supreme Court, vide order dated 28.03.2014, directed the CBI to submit their reports to the Central Vigilance Commission (CVC) in cases where Inquiry Officers had recommended registration of a Regular Case, but had been overruled by the CBI Headquarters. Later, the CVC, agreeing with the investigation officers, categorically recommended registration of Regular Cases in as many as 14 such cases in the first instance. Supreme Court directed the CBI to abide by the view taken by the CVC. This clearly shows that the decision taken at the level of the CBI Director to close these cases was wrong and amounted to subverting the process of investigation.

Now, it has come to light that Special Public Prosecutor appointed by the Supreme Court in the coal scam cases Shri R S Cheema has disagreed with the findings of Mr. Sinha to file closure reports in several FIRs despite the fact that evidence of criminal culpability had been found against several companies, influential accused and public servants. Reportedly, Shri Cheema has written as many six letters to Mr. Sinha for preparing sketchy closure reports. The closure reports of CBI have now all been rejected by the Special Court dealing with coal scam cases after finding them to be totally slipshod. A newsreport published in the Indian Express is annexed as Annexure C.

In February this year, CBI Director Ranjit Sinha overruled his agency colleagues to say there was no reason to prosecute Rajya Sabha MP Vijay Darda, his son Devendra Darda, former Coal Minister Santosh Bagrodia and former Coal Secretary H C Gupta in the coal blocks allocation scam. Vijay Darda had written to then Prime Minister Manmohan Singh pushing for a coal block in Bander, Chhattisgarh, to AMR Iron and Steel Pvt Ltd, which transferred Rs 24.6 crore to a firm owned by Darda’s son after AMR got the block. On receipt of Sinha’s objections, the CBI’s Additional Legal Advisor, who had previously recommended prosecution, did a U-turn and cleared the Dardas. Barely two months later, Sinha himself did a startling U-turn and gave orders to file a chargesheet against the Dardas, this time citing the same arguments he had once vehemently objected to. The chargesheet was filed on March 27 this year against the Dardas and AMR director Manoj Jayaswal. This curious flip-flop-flip coincides with visits of Devendra Darda to the Sinha residence. Between February 2 and February 14, 2014, Devendra Darda made five visits to the Sinha residence. This period coincides with detailed debates within the CBI before recommending prosecution against the Dardas, former coal minister Santosh Bagrodia, former coal secretary H C Gupta and Jayaswal.

The CBI’s key allegations against AMR: Vijay Darda tried to influence the outcome of coal block allotment by writing letters in favour of AMR to the Prime Minister who was the then coal minister; his son Devendra Darada represented AMR in Screening Committee that allotted coal misrepresenting as Director of the company and gave misleading information to the committee; a Jayaswal firm gave an unsecured loan of Rs 24.6 crore to a Darda company. In addition, the CBI also claimed that it had found evidence that while settling a “family feud,” Jayaswal in July 2008 made a provision for 26% shares of “coal block applicant companies to the person who is instrumental in getting the (Bander) Coal Block allotted”. The CBI also claimed to have records of meetings at various locations between Darda and Jayaswal.

The case recommending chargesheet against Darda and others was sent to Sinha on February 4. Significantly, on February 2 and February 3, Devendra spent 20 minutes and 15 minutes respectively at Sinha’s residence, according to the visitor’s logbook. In total, he made nine visits between February 2 — this was his first visit since the logbook was opened in May 2013 — and March 28. CBI records show this is same period in which it changed its stand several times before filing the chargesheet. On February 13, Sinha wrote a strong rebuttal to the findings of his officers. Devendra Darda met Sinha at two more occasions between February 4 and February 13. Sinha made five key observations countering the arguments of his officers. He said that the case was built merely on “circumstantial evidence;” there was nothing wrong in Devendra Darda attending the screening committee meeting on behalf of AMR because he had disclosed this fact; there was no evidence to link the 24.6-crore payment with the allotment of the coal block, and anyways this money was paid back with interest (significantly, this fact was not mentioned anywhere in the file). A news report on this published in The Indian Express is annexed as Annexure D.

Dealings with Moin Qureshi
By one count, meat exporter Mr. Moin Qureshi met the CBI Director at his residence about 90 times in the last 15 months. All these meetings are reflected in the entry register of the CBI Director’s residence. Moin Qureshi is under the income tax investigation for hawala dealings.

Mr. Moin Qureshi has been under extensive investigation by the Director of Income Tax (Investigations) and his premises have been raided by the Income Tax authorities. Several important documents and his computers have been seized by the DGIT. The Income Tax Department has prepared a detailed appraisal report. The said appraisal report goes into the details of the illegal operations of Mr. Qureshi and his dealings with various individuals, including their conversations over Blackberry Messenger (BBM). Amongst others, there are several coded conversations between Mr. Qureshi and former CBI Director A P Singh relating to delivery of money, fixing of meetings etc.

Some of these messages centre around Pradeep Koneru, businessman and son of Prasad Koneru, a co-accused in a case of disproportionate assets filed by CBI against Andhra politician Jaganmohan Reddy; Aditya, an employee of Qureshi; V V Laxminarayana, a CBI Joint Director who had investigated the case; and of course, Qureshi. The messages have one common theme: Pradeep seeking Qureshi’s help in the bail applications and discharge petitions filed by his father and his brother Madhu Koneru who is also an accused in what is commonly referred to as the Emaar-APIIC case. On May 8, 2013, Pradeep, Director of Trimex group, sent a message to Qureshi, asking, “What’s the best time to meet boss?” Qureshi responded: “Afternoon”. The BBM texts reveal that a few days later, Pradeep was still persuading Qureshi to set up a meeting with “boss”, whose identity becomes clearer in another exchange between the two on May 20. Pradeep to Qureshi: “It’s important to meet boss. Do we have an appointment?”. Qureshi’s reply: “Meeting confirmed today 2.30 pm”. Pradeep, again: “Where do I meet you?” Qureshi’s response: “2 pm Defence Colony.” Qureshi’s residence and office were in Delhi’s Defence Colony. The logbook at Sinha’s residence showed that one “Kureshi”, in a car bearing the registration number DL-7CG 3436, was there at 2.40pm that day. The car mentioned in the text reportedly belongs to Qureshi.

The content of the coded texts between the exporter and Pradeep Koneru are important to note. On July 13, Pradeep texted Qureshi: “I have sent 25 diaries today.” In the same series, Koneru texted Qureshi: “Dog has left. Can boss speak to new JD?”. Qureshi responded: “Boss will call him to Delhi.” Significantly, in another message, Qureshi told Pradeep: “Met Boss. He will speak to JD Chennai.” In July 2013, CBI Joint Director V V Laxminarayana, who had filed several chargesheets against Jaganmohan Reddy was repatriated to his parent cadre after the completion of his tenure even though there was a move to grant him an extension.

In August 2013, Pradeep’s father Prasad approached Chennai High Court seeking relaxation in his bail condition – the plea was granted. In this context, another set of messages between Pradeep and Qureshi assume significance. On August 13, Pradeep texted: “There is small delay. 250 mtr work will start from tomorrow”. Qureshi replied: “Do it asap. Its not good”, and later added: “Pls finish remaining 450 mtr work. Thanks. I got reminder.” Here are some of Pradeep’s messages to Qureshi during that period: “Another 45 days to complete work. Business very bad. Pls help”; “Discharge petition of Madhu coming on October 13.” When I-T officials asked Qureshi what the “work” mentioned in the messages was, he told them that he was referring to silk fabric. Then there’s an exchange of texts between Qureshi and Aditya, an employee of Qureshi’s firm Forum Sale. Aditya wrote: “Received 50L from Pradeep”. During questioning by I-T officials, Qureshi said he could not “recollect the identity of Pradeep” mentioned in the text. However, investigators have in their possession an email received by Aditya on September 7, 2013, which refers to the discharge petition filed in court by Madhu Koneru. The sender’s ID is pradeep@trimexgroup.com. A copy of a newsreport on this published in The Indian Express is annexed as Annexure E.

Conclusion
The above facts show that Mr. Ranjit Sinha has committed various offences under the Prevention of Corruption Act relating to criminal misconduct by a public servant, as well as under Section 217 and 218 of IPC. The offences of bribery can also be established by a thorough investigation.

Therefore, I request you to kindly get this matter thoroughly and impartially investigated after registering an FIR. Please note that registration of FIR is mandatory (after the authoritative Supreme Court judgment of 2014) once there are allegations of cognizable offences having being committed. It is important to note that almost all of the offences have been committed in the territory of Delhi.

Though the Central Government has issued a notification on 23rd July 2014 that the jurisdiction of the ACB, Delhi Police shall not extend to the officers of the Central Government, but that notification is in violation of the Criminal Procedure Code which vests the jurisdiction of criminal cases on the State Police based on the territory and not on potential accused in the case. Therefore, since the ACB clearly has jurisdiction as the law stands today, I request you to kindly register an FIR in the matter. If the ACB feels that it does not have the jurisdiction, then this complaint may kindly be transferred to the Delhi Police Station which has jurisdiction. This matter cannot be effectively investigated by the CBI since it involves two Directors of CBI and might involve their other officers.

Former chairman of the South Delhi Municipal Corporation standing committee and BJP councillor from ward number 24, Bhati (Chattarpur), Kartar Singh Tanwar joined the AAP with a large number of his supporters.
Tanwar promised to work for clean politics and expose the BJP misdeeds in the MCD, which the saffron party has been ruling since seven years and has been converted into a den of corruption. Tanwar has been elected a councillor for the second consecutive term from this ward in South Delhi.
Another councillor Reeta Chauhan, who represents the Bakhtawarpur ward in Narela assembly constituency also joined the AAP. She is currently an independent and had quit the BSP after the 2012 MCD elections.
BSP leader from Narela, Sharad Kumar Chauhan also joined the AAP. He had contested the 2008 assembly election and had narrowly lost from Narela with a margin of 800 votes. He said the AAP is the only party in Delhi which is fighting for the poor and downtrodden.
Former BJP youth leader Vijay Bansal, who has been the state secretary of the Delhi unit of Bharatiya Janata Yuva Morcha, attended the AAP press conference and announced his decision to join the party.
Congress leader from Mundka assembly constituency, Dharampal Lakra, who has been a member of the Food Corporation of India and a former secretary of District Congress Committee also joined the AAP.
The AAP leaders made it clear that leaders from other political parties who do not have a past criminal record and do not face any other serious allegation are welcome to join the party for changing the politics of the country. (ENDS)

Aam Aadmi Party will launch the Women Dialogue, the second phase of the Delhi Dialogue on 26 November (Wednesday), its second foundation day.
Delhi Dialogue, an innovative initiative to engage with the residents of the national capital was launched with a successful Youth Dialogue at Jantar Mantar on November 15.
Youth Dialogue resulted in a five-point agenda of Degree, Income, WiFi, Sports and Drug-Free City.
The Women Dialogue on Wednesday will see the culmination of multiple expert conferences and deliberations by the Women';s Wing of the Aam Aadmi Party with common women of the city.
Bollywood actor and AAP leader Gul Panag, first woman DGP of the country Kandhan Chaudhary (on whose life popular TV serial Udaan was made) and former vice-president of Axis Bank Manisha Lath Gupta will be among the main speakers of the Women Dialogue.
Despite the solemn assurances enshrined in the Indian Constitution, women in Delhi continue to be treated as second-class citizens by every conceivable index. The truth is that the status of girls and women has deteriorated over the past six decades. A carefully crafted set of policies and affirmative action together with continuous efforts is required to change patriarchal mindsets and attitudes at all levels.
The AAP envisions a Delhi in which women will be acknowledged and treated as equal citizens in their own right; where they will not be governed by male-dominated values, which determine their societal and familial roles.
We have been engaging the experts and policy experts, businesses, government bureaucrats and other domain thought leaders on women, to talk about what the Aam Aadmi Party can do to make Delhi a safe, secure, happy and better place for our women to live in.
Over the past two weeks, the Delhi Dialogue team led by Ashish Khetan, Meera Sanyal and Adarsh Shastri have met with stakeholders on these issues ranging from bureaucrats, government employees and elected representatives, businesses, non-profits, journalists and other interesting persons with expertise.
They have looked at focus areas related to security, safety, sanitation, last mile connectivity, transportation, gender justice issues, entrepreneurship and jobs. Women Dialogue will attempt to look at every issue and policy from the lens of a woman.
Lalita Ramdas, a renowned activist and ex-Chairperson of Greenpeace International and Meera Sanyal, ex-CEO of Royal Bank of Scotland is leading the engagement with civil society. Atishi Marlena, a Rhodes Scholar from Oxford and one of the main coordinators of the Vision Swaraj and Manifesto teams, is leading the policy team on women';s issues.
Bandana Kumari, the President of the AAP Women’s Wing, Reena Gupta, District Coordinator and Richa Pandey Misra have coordinated the meetings on the ground in every ward and assembly constituency in Delhi in the last 10 days. Ms. Preeti Sharma Menon will be coordinating the Women Dialogue event on the ground.

Australia extradites man to US

On  Silk Road online drugs bazaar case

Australia has extradited a man to the US over alleged involvement in Silk Road, a website on which people bought illegal drugs like heroin using digital currency bitcoin, Reuters said. Peter Phillip Nash, 41, from Queensland, and two other men were charged with conspiracy to engage in narcotics trafficking, computer hacking and money laundering in December. A spokeswoman for the Attorney General’s Department did not specify when Nash left or when he would face trial. The two other accused, administrators for the website, aged 24 and 25, were arrested in the US and Ireland. Nash was a primary moderator, according to the US indictment.

17 Venezuelan inmates die from drug poisoning

At least 17 Venezuelan inmates who had been on hunger strike over prison conditions, have died from drug poisoning, AFP reported, citing police sources. The had been protesting at David Viloria Correction Center, known as Uribana Prison, in Venezuela’s Lara state, since Tuesday over what they said was inhumane treatment and rights violations. The deceased inmates were poisoned after ingesting prescription drugs, according to prison officials. Venezuelan Prisons Watch, an NGO, said that four more inmates died at a facility in the state of Maracay.

Kiev authorities have shut down cash machines in eastern Ukraine and businesses have stopped accepting credit cards in the region, according to local residents and bank workers. “We received the order to close the establishment yesterday. There are no more money transfers here,” Valery, an employee at Ukraine’s Oschadbank in the Donetsk Region, told AFP. In the city of Donetsk, locals told the agency that they fruitlessly queued to try and withdraw cash from ATMs, and that credit cards have stopped working in shops. On Tuesday, the country’s central bank ordered all banks to “suspend” their work in eastern Ukraine.

ISIS commander, 22 aides dead after Iraqi airstrike

The Iraqi air force killed the Islamic State’s leader of Heet district in Anbar province and 22 of his aides in an airstrike on Tuesday, local media cited a senior regional official as saying. Five vehicles were also destroyed.“In the late hours of yesterday, Iraqi warplanes conducted an air strike against ISIS ranks, destroying 5 armored vehicles in an area located 70 km west of Ramadi. The air strike also resulted in killing the ISIS military leader of Heet, known as Sannan Moteb alongside 22 of his key aides,” Malollah Abidi, president of the Baghdadi Council, told IraqiNews.

Russia calls to stop terrorists’ illegal oil trade in Middle East

Russia calls to “pull the plug” on terrorists in the Middle East by stopping the illegal trade of Syrian and Iraqi oil, Russian UN envoy Vitaly Churkin said in an address to the UN Security Council on Wednesday. He also urged to act in order to prevent terrorists from using the web to disseminate radical views. According to Churkin, it is “crucial” to continue developing “systematic work” in these fields under UN supervision.

Reported Ebola cases near 16,000

As of November 23, the death toll from the Ebola epidemic hit 5,689 out of 15,935 reported cases in eight countries, according to the World Health Organization (WHO). The worst hit countries – which have seen all the deaths except 15 – are Sierra Leone, Liberia, and Guinea in West Africa, which reported 600 new cases in the past week alone. Transmission of the virus is particularly intense in Sierra Leone, which is expected to soon eclipse Liberia in the number of reported cases.

Turkey bans media from covering graft investigation

A Turkish court has banned the media from reporting on a parliamentary corruption investigation of four ex-ministers on Tuesday, reports Reuters. In a move the opposition likens to “protecting thieves,” the court forbade media organizations from publicizing details of the investigation until it ends on December 27. This is so a “healthy investigation” can be conducted, according to the court. Turkish President Tayyip Erdogan has painted the scandal, the result of a graft probe which saw four ministers resigning, as an attempt to undermine his presidency. Erdogan suspects the investigation is the work of Fethullah Gulen, an exiled cleric and former ally, and his supporters. Meanwhile, the Turkish Journalists Association decries the gag order as censorship, and opposition media have vowed to ignore the ban

7.0-magnitude earthquake strikes near Indonesia

An earthquake with a preliminary magnitude of 7.0 hit at sea, 150km northwest of Ternate, Moluccas, Indonesia on Wednesday, Reuters said. The depth of the quake that struck at 1433 GMT was 65km, reported the US Geological Survey. No tsunami warning was in effect, according to the Pacific Tsunami Warning Center.

Egypt temporarily re-opens crossing to Gaza

Egyptian authorities temporarily re-opened a border crossing with the Gaza Strip on Wednesday, AP reported. The move will allow Palestinians stranded outside the territory to return home. The crossing had been closed since October 24, when a militant ambush killed 31 Egyptian soldiers near the border town of Rafah. Since the attack, Egypt has declared a three-month state of emergency and a dusk-to-dawn curfew for much of northern Sinai.

Slovenian police seize 175kg of cocaine

Police in Slovenia say they have seized 175 kilograms of cocaine in one of the biggest drug busts in the country in years. The cocaine was found during a routine check of a truck that stopped at highway rest area in western Slovenia, police said. A sniffer dog discovered some of the cocaine beneath the driver’s seat, and the rest was found in another truck abandoned nearby, AP reported. The drugs’ street value is estimated at more than €10 million ($12.5 million).

A bill promoted by Prime Minister Benjamin Netanyahu for the status of Israel as the nation-state of the Jewish people runs counter to its founding fathers’ vision of equality for Arab citizens, Reuters quoted President Reuven Rivlin as saying. “The formulators of the [Israeli] Declaration of Independence… insisted the Arab communities in Israel, as well as other groups, should not feel as the Jews had felt in exile,” Rivlin said in a speech on Tuesday. The 1948 declaration, while proclaiming the creation of a Jewish state, also emphasized its democratic nature and promised “complete equality” of social, religious and cultural rights for all, said Rivlin.

Shooting in Hamm, Germany leaves 2 killed

An unidentified man started shooting in Hamm, a city in North Rhine-Westphalia, Germany, and the ensuing skirmish resulted in the killing of two people, TASS reported on Wednesday. At least three people were injured. The motive for the shooting is unknown, with police officials describing the incident as an “exchange of fire” because “the aggressor himself was shot dead.”

3-D printer at ISS makes sample part for itself

The 3-D printer delivered to the International Space Station two months ago made a sample part for itself this week, AP said. The printer churned out a faceplate for the print head casing. Space station commander Butch Wilmore removed the plastic creation from the printer on Tuesday for eventual return to Earth. In the next few weeks, about 20 objects will be printed for analysis back home, according to NASA. It hopes one day 3-D printing will be used to make parts for broken equipment in space.

President Ghani: ‘Won’t allow anyone to conduct proxy war’ in Afghanistan

Afghanistan’s new President Ashraf Ghani said on Wednesday he would not allow anyone to conduct a proxy war in his country, responding to warnings that the rivalry between India and Pakistan could spill across their borders. “We will not allow Afghanistan to be used against our neighbors. But we will not permit anybody to conduct proxy wars on our soil either,” AFP quoted Ghani as saying. India and Pakistan have long accused each other of using proxy forces to try to gain influence in Afghanistan.

Russia ‘signs contract’ to deliver S-400 missile systems to China

Russia “has signed a contract” to deliver the S-400 surface-to-air missile systems to China, Vedomosti daily reported on Wednesday, citing its sources. The contract between Russia’s Rosoboronexport and China’s Defense Ministry on the delivery of at least six divisions of the S-400 systems for more than $3 billion was concluded at the beginning of autumn, according to the sources. Russia’s defense concern Almaz-Antey has not commented on the report. The talks between the two states on the issue have been continuing for several years.

Gunmen kill 4 polio vaccinators in SW Pakistan

Gunmen opened fire on a team of polio vaccinators in Pakistan’s southwest on Wednesday, killing four of them, AFP reported. Two men riding a motorbike opened fire on the vehicle of polio workers, according to provincial home secretary Akbar Durrani. The attack on the eastern outskirts of Quetta, the capital of oil- and gas-rich Baluchistan province, forced authorities to halt an immunization drive.

Yemen crude flows halted as saboteurs blow up main oil export pipeline

Saboteurs blew up Yemen’s main oil export pipeline on Wednesday, halting crude flows, Reuters said, citing the country’s Defense Ministry and an industry source. Wednesday’s attack occurred in the area of Habab in Marib province, halting flows to export facilities on the Red Sea. Before the spate of attacks began three years ago, the 435km pipeline carried around 110,000 barrels per day to Ras Isa, the export terminal on the Red Sea.

Megaupload’s Dotcom says ‘wealth has evaporated’ due to extradition fight

Internet entrepreneur Kim Dotcom says his wealth has evaporated due to mounting legal fees, which in turn resulted in the departure of most of his legal team, Reuters said. His nearly three-year fight against extradition to the US to face online piracy charges has left him broke, according to one of the world’s most-wanted cyber fugitives and New Zealand resident. The German national is due in a New Zealand court on Thursday. He may be remanded in prison for allegedly breaching his bail conditions ahead of his extradition hearing, which has been pushed back to mid-2015.

Proton rocket launch postponed

Briz-M booster’s control devices to be replaced
The launch of Russia’s Proton M carrier rocket with the European satellite Astra-2G has been postponed so that a complex of flight control devices of the Briz-M booster can be replaced, RIA Novosti reported. During preparation tests, malfunction of the control devices set was discovered, and the carrier rocket will be moved from the launch pad, said a source in the Russian space agency, Roscosmos. It will announce later the date of the launch, which is to become the 400th in the history of Proton flights since 1965.

Japan’s largest volcano erupts, spews pillar of ash

Japan’s biggest active volcano, Mt. Aso, began to erupt on Tuesday, sending clouds of ash more than a kilometer into the air. Explosions were heard at around noon local time followed by spewing of ash, which could be spotted as far as 30km from the eruption site, according to VAAC Tokyo. Tourists are being evacuated from the nearby areas and a safety radius of 1km has been established around the volcano. Aso is located on the south island of Kyushu. Small earthquakes are being reported around the volcano. Aso’s height is 1,592 meters above sea level and the circumference of its caldera is around 120km. Media agencies

WOMEN DIALOGUE : The second phase of the Delhi Dialogue was unveiled in the national capital on Wednesday, 26 November, the second foundation day of the Aam Aadmi Party.

  4. Ensuring Last mile connectivity by expanding grameen sewa services, shared auto rickshaw services and e-rickshaw services through delimitation and fixed routes
  5. 2,00,000 (two lakh) toilets for women with 50,000 toilets in public spaces and 1.5 lakh toilets in slums. Sanitation for every citizen in public spaces, slums and JJ Clusters.
  6. Swift and effective Justice in Crimes Against Women. 47 Fast track courts to be built and made functional .
  7. Women’s Security Force to be formed by the utilisation of Delhi’s 12,000 strong New Delhi Home Guard and Civil Defense Force.
  8. Suraksha Button on Every Mobile Phone with emergency connectivity with Delhi Police via Wifi.
  9. Women to get a say on existence & location of alcohol vends in slums and residential colonies.
  10. Focus on ensuring and encouraging the social security of women in the unorganised sector, domestic help and daily wage labourers. Increased penetration of healthcare and education facilities in every Delhi assembly constituency
Kejriwal’s announcements were preceded by inspiring speeches from Kanchan Chaudhary, India’s first woman DGP and AAP candidate from Haridwar Lok Sabha constituency,  Manisha Lath Gupta, former vice president of Axis Bank and Lalita Ramdas former chairperson of Greenpeace International and coordinator of AAP gender justice and equality committee.
The programme was moderated by actor and AAP leader Gul Panag along with party’s  national spokesperson Atishi Marlena .
Former CEO of Royal Bank of Scotland and AAP South Mumbai candidate in Lok Sabha elections Meera Sanyal along with AAP Mahila Shakti Delhi unit President Bandana Kumari outlined the importance of women in party organisation.

Samanta Receives 2014 Gusi Peace Prize International

Manila, 26th Nov.: Noted social entrepreneur and Founder of Kalinga Institute of Social Sciences (KISS) and KIIT Group of Institutions Achyuta Samanta received the prestigious Gusi Peace Prize International for 2014 amidst a galaxy of luminaries, comprising of presidents, prime ministers, distinguished scientists, philanthropists and three thousand invited guests from all over the world, in Manila on November 26, 2014.

Samanta is the lone Indian among 15 laureates of this prestigious award this year, conferred by the Philippines-based awarding body Gusi Peace Prize International. He is only the third Indian ever and first from Odisha to be conferred the award, considered as ‘Asia';s Nobel Peace Prize’.

He was given the prize for “poverty alleviation through education and humanitarianism”. The citation recognizes his outstanding contribution in the field of education and for his humanitarian efforts to uplift the socially and economically marginalized children through education.

Samanta has been relentlessly working for the uplift of poorest of the poor indigenous community in Odisha for the last two and a half decades. His passion to provide a level playing field to this most neglected section of the society led him to establish Kalinga Institute of Social Sciences (KISS), a free residential institute for 22,500 tribal children. He also founded KIIT, a group of professional institutes, to support this social enterprise.

KISS has received worldwide recognition as an effective model of empowerment of indigenous people through education. His model is now being replicated in many states of India as well as abroad. “KISS is plans to educate 2,00,000 underprivileged indigenous children within next 10 years”, said Samanta in his acceptance speech, while expressing gratitude to the awarding body for the honour.

Gusi Peace Prize International is an international award given annually to some great individuals who have distinguished themselves as brilliant exemplars of society. The selection process for Gusi is both complex and rigorous. After a scrutiny and a process that continues for over a year, the jury members consisting of distinguished persons from all over the world agree on few members and the final decision is then taken by the Award committee having its annual session in USA. The list of awardees is duly approved by the Philippines Senate.

Earlier the day, the laureates laid wreaths at the Manila Memorials with the National Flags of the countries of the recipients fluttering high. In the glittering presentation ceremony, credentials were presented as the national anthem of the recipients’ countries played.

(Vishnu Ravi Shankar) Nashik, 26 November 2014: On the morning of Day 5, the Madhya Pradesh girls impressed with a huge 79-11 win against Andhra Pradesh, while the Uttar Pradesh boys made easy work of Jharkhand 61-27. The Chandigarh boys and the Haryana girls qualified to the pre-quarterfinals to be held later today, with victories against Assam and West Bengal respectively. In the losers knockout semi-finals matches, the Karnataka boys and the Chandigarh girls qualified to the losers final, both picking up victories against the Bihar teams. Later in the day, the Gujarat girls beat Assam and the Kerala boys sneaked past Mizoram to qualify for the losers final.

In the upper pool games for the boys held today afternoon, Haryana set a tournament scoring record putting up 111 points against Tamil Nadu to register the win. Interestingly, the international score sheet used for sub-junior games as released by FIBA accommodates for only 108 points and this mark was broken today by the Haryana boys.  The Maharashtra boys lost their game against Rajasthan today by 10 points, 84-74.

About the 41st Sub-Junior National Basketball Championship

The Sub-Junior National Basketball Championship is an annual national tournament for U-14 boys’ and girls’ teams from states across India. The Nashik District Basketball Association and the Maharashtra State Basketball Association under the aegis of the Basketball Federation of India and IMG-Reliance are conducting the 2014 tournament on the two wooden courts at the Meenatai Thakare Indoor Stadium here in Nashik. The tournament will be conducted over a period of 7 days from the 22nd to the 28th of November 2014. This year’s tournament is witnessing the participation of 27 boys’ teams and 25 girls’ teams from various states of the country. The 2013 version tournament was conducted in Patna, Bihar. #13:  41ST SUB-JUNIOR NATIONAL BASKETBALL CHAMPIONSHIP – DEFENDING CHAMPS CHHATTISGARH THROUGH TO FINALS; UP GIRLS AND RAJASTHAN BOYS SECURE THIRD PLACE

(Vishnu Ravi Shankar) Nashik, 27-28 November 2014: The semi-final matches held yesterday evening were high scoring contests with teams and players putting up big numbers. The Kerala girls qualified for the finals of the 41st Sub-Junior National Basketball Championship defeating Haryana 96-78, despite Haryana player Meenu’s record-breaking 50 points. Kerala captain Sreekala carried her team through with 42 points. Defending champions Chhattisgarh girls made it to the finals again with a 73-65 win over Uttar Pradesh, on the basis of a balanced scoring effort.

In the boys semi-finals, Madhya Pradesh got off to a hot start against Odisha and withstood an Odisha comeback in the second half to pick up a 78-61 win and book a place in the finals. In the other boys semi-final, defending boys champs Chhattisgarh defeated Rajasthan 96-85, with multiple Chhattisgarh players in double digits – Chhattisgarh will now face Madhya Pradesh in the finals in a clash between neighbouring states.

On the morning of the final day of the tournament, the Uttar Pradesh girls defeated Haryana to win 3rd place. This game was more of a battle between two players – Vaishnavi Yadav of UP and Meenu of Haryana. Vaishnavi Yadav scored a massive 57 points, but Meenu broke her own record set yesterday by scoring a tournament high 65 points! The boys bronze medal game was won by Rajasthan, who defeated Odisha 73-61, without much hassle.

The finals will be held later today evening -  (i) Boys: Chhattisgarh v. Madhya Pradesh and (ii) Girls: Chhattisgarh v. Kerala.

required for most foods.

There is huge Margin between Farm Gate Price and Consumer Price – a
Gobhi Alu Sabzi that cost Rs.50 per kg including fuel cost etc may

delivered at Rs.30 or Rs.40 per kg consumers shall be delighted,
Transport Cost shall be half of Raw Vegetable Supply – instead of 10

just 10,000 Medium or Light Trucks which shall not cause any burden on

Certain misguided youth in the country get attracted to organizations like ISIS, but the government is committed to check it, the Minister added.

Shri Rajnath Singh said that the role of our police forces and the intelligence agencies has been crucial in ensuring security to the people of the country. He further said that the men in uniform fill him with a sense of pride and responsibility. The Minister assured to modernize the police and make it people-friendly. He also urged the states to fill up the vacancies in police forces and assured them all possible help. The Minister paid homage to all those brave police personnel who lost their lives in the line of duty and sanctioned Rs. 50 crore for constructing police memorial in the National Capital, Delhi.

Shri Rajnath Singh expressed concern over the ethnic and socio-economic conflicts in the North Eastern region. He also highlighted the lack of development & quality infrastructure in the North East and said that the government is committed to boost infra in the region.

The Union Home Minister mentioned that a terrorist network has been exposed in West Bengal and the State police and National Investigation Agency are playing an important role in exposing the network. The incidents of violence have been reduced in the Left Wing Extremism affected states, he added. The Minister also praised the role of National Disaster Response Force and National Disaster Management Authority in saving precious lives during natural calamities.

The Union Home Minister expressed concern over growing use of cyber space by anti-national & anti-social forces and said that steps should be taken to monitor cyberspace. He also said that our coastal security network is inadequate and it should be strengthened.

SMART DIPLOMACY, BUT NO SOLUTION TO CLIMATE TALKS AND FREE TRADE

Coinciding with the G20 summit in Brisbane, Asia’s two emerging economies, China and India are in the race for brokering deals to end stalemate in major multilateral fora. United States and China clinched a deal on emission cuts in greenhouse gas (GHG) emissions, ahead of the climate change conferences in Lima in December, this year and in Paris, next year.

China also successfully pushed for a free trade area of Asia-Pacific in the recent summit of APEC leaders in Beijing as a parallel to the concept of Trans-Pacific Partnership floated by the United States.

Just ahead of the G20 summit in Brisbane, India and the US clinched a deal to end the deadlock in WTO over implementation of the Bali package. President Obama assured India’s Prime Minister Narendra Modi during his visit to the US in September to support India’s food security programme. Mr Obama agreed to support in the WTO for extension of Peace Clause so that India’s food subsidy would not be challenged by the member countries till a permanent solution is found on the subsidy issue. Banking upon Mr Obama’s assurance, Mr Modi agreed to movement in trade facilitation agreement for easing customs rules.

The issues relating to stalemate in negotiations on multilateral trade and climate change are likely to figure in the G20 summit where the world leaders are meeting to device strategies for bailing out the global economy from its current state of stagnation.

Behind US-China Deal

But who would win in the race for brokering deals? India or China. Or is US the principle gainer?

China, breaking away from the fold of developing countries, namely the BASIC group and G77 for which it was the leader, chose to align with US on climate talks. As per the deal, President Obama set the goal to cut US emissions between 26 and 28% by 2025 compared with 2009 levels. The US had earlier pledged to lower its emissions by 17% by 2020. Chinese President Xi Jinping pledged to achieve the “peaking of carbon dioxide emissions around 2030 and increase its share of non-fossil fuels in primary energy consumption to around 20% by 2030”. This is the first time China agreed to peak its carbon dioxide emissions. But the agreement only mentions “intent” and “intention,” falling short of real obligations.

The US-China deal is not likely to create conditions for containing the rise in global temperature within 2 degree Celsius. According to the projection made by the Centre for Science and Environment (CSE) per capita emissions of the US and China will converge at 12 tonne of carbon dioxide equivalent and therefore can spell disaster for the world.

China tops the list of world polluters with 29% of world’s total while US ranks second with 15%.

Both the US and China have got some escape route. The original base level for reducing emissions for industrialised countries was 1990 and not 2005 as per the deal. The shifting of the base level will help US to make few emission cuts. The European Union, which had earlier announced emission cut of 40% by 2030 relative to 1990 base year has, however, welcomed the move by US and China.

Why did China break away from the group of developing countries and align with US? China’s economy is growing fast and its emission level is rising. It has made a candid acknowledgement through this deal and has sought to peak its carbon dioxide emissions by 2030.

This seems to be smart politics by two greater polluters – US and China – to take leadership in climate talks. The US-China relations had nosedived with the US proclaiming its “pivot” policy for rebalancing in the Asia-Pacific region. The US plan for deploying troops in the region had not been liked by China. Now, the US and China have agreed to a military accord designed to avert clashes between Chinese and American planes and warships off the coast of China. The US agreed not to push for independence of Tibet or Taiwan. Both the US and China agreed for cuts in technology tariffs.

India’s Options

Now with the US, China and EU placing their offers on the table, it is now the turn for India. India, like other developing countries, is not mandated to make emission cuts under “common but differentiated responsibility”. However, it has voluntarily announced to reduce its carbon intensity – the amount of carbon emitted per unit of GDP – by 20 to 25% by year 2025. India has already assured that that its per capita emissions will not cross that in the industrialised world.

With China breaking away from the fold of the developing world India will have the hard task of defending the principle of "common but differentiated responsibilities" (CBDR), and urge for greater emission cuts in industrialised world.

The China-US deal on climate talks and the India-US pact on food security can only facilitate talks on climate change and keep multilateral talks going, but a permanent solution to the problems is not in sight.

The Bali agreement was unjust in bringing in issues of public stockholding and food security without discussing Agreement on Agriculture (AoA). The Marrakesh Agreement, leading to the setting up of the WTO, was heavily loaded in favour of the developed countries and has placed the developing world in a serious disadvantage, denying them a level playing field in a rule-based multilateral trade. Free and fair trade can be possible if the developed world phase out their high level of subsidies, remove protectionist barriers like high tariff regime, non-tariff and technical barriers and politically motivated sanitary and phyto-sanitary measures.

The extension of Peace Clause is just like a lolly pop. The real issue is ensuring free and fair trade and acknowledging the right of food security in developing countries as enshrined in the UN Millennium Development Goals.
